The committee recommended continuing the works of the project following proper safety measures.

Road Transport and Highways Division Secretary ABM Amin Ullah Nuri revealed the findings of the probe report, prepared by the committee, at a press conference at the secretariat here today.

Nuri said the probe committee indentified 12 reasons after reviewing documents and taking testimony from witnesses.

The reasons included: the crane was operating by assistant operator or helper; there was no license of the crane; the crane was running on uneven surface; there was no digital monitoring system in the crane; there was no work permit; the crane was running during day period for the first time; there was no traffic management plan and emergency management plan; and there was unapproved employment hiring in bidding firm.

About the committee's recommendations, the road transport and highways division secretary said there were some recommendations to this end.

He said the body suggested advancing the project work by ensuring security arrangements as per the contract and taking prior permission from the consulting firm in conducting heavy works of the project.

Nuri said the contractor - CGGC - was responsible for the accident as it happened due to its negligence. Punitive action will be taken against the persons responsible for the accident, he added.

Replying to a question, the secretary said the probe body does not recommend specific punishment but actions will be taken according to international rules.

On August 15 last, five people, including two children, were killed in Uttara area as a girder of under-construction BRT project fell on a private car.

The accident occured on the Dhaka-Mymensingh Highway near Jasimuddin Road bus station (in front of Paradise tower) after the girder of BRT fell on the private car while a crane was moving the girder, leaving four people dead on the spot and two injured.
