Operational autonomy of BPSC is very urgent: Salehuddin Ahmed
Operational autonomy of BPSC is very urgent: Salehuddin Ahmed
DHAKA, Sept 9, 2025 (BSS) - Stressing importance on making the Bangladesh Public Service Commission (BPSC) more stronger, Finance Adviser Dr Salehuddin Ahmed today opined that the operational autonomy of the BPSC is now very urgent than before. “Two issues were raised by the BPSC on operational autonomy and financial autonomy. But, I think that the first urgent thing should be its operational autonomy,” he said. The Finance Adviser was addressing an event titled “Transformation of Bangladesh Public Service Commission: Achievements, Challenges and Way Forward” as the chief guest, held at the Bangladesh-China Friendship Conference Center (BCFCC) in the capital this evening. He said now it is not possible to talk in details about the financial autonomy of BPSC as many things are related to it. “But, I do agree with the operational autonomy,” he added. He said for ensuring financial autonomy, many rules and regulations should have to be framed through thorough thoughts. Stressing the need for imparting skilled and soft training to the public servants, Dr Salehuddin Ahmed said that values, sincerity, patriotism, integrity and passion should also be considered before allowing the deserving candidates to the jobs. Urging all concerned to give priority to merit since getting government jobs is not an easy task, he hoped that the exams of BPSC would set an example for the private sector also. Law Adviser Dr Asif Nazrul said that during the previous regime, the deserving candidates were deprived of getting government jobs due to quota system, question paper leakage, rigging in the viva and also due to the so called police verification and thus denying the deserving candidates. “The situation was terrible. But after assuming responsibility, we tried to give appointments to the deserving candidates,” he added. Noting that the BCS exams should be held in every one year, the Law Adviser supported implementing the reform initiatives at the BPSC. Professor Dr. Mobasser Monem, Chairman, Bangladesh Public Service Commission (BPSC), gave the address of welcome while a presentation on "Transformation of BPSC: Achievements, Challenges and Way Forward" was made by Professor Dr. Chowdhury Saima Ferdous, member, Bangladesh Public Service Commission (BPSC). Diepak Elmer, Deputy Head of Mission/Head of Cooperation Embassy of Switzerland in Bangladesh, Stefan Liller, Resident Representative, UNDP Bangladesh spoke as guests of honour. Muhammad Fouzul Kabir Khan, Adviser, Ministry of Power, Energy and Mineral Resources, Dr Asif Nazrul, Adviser, Ministry of Law, Justice and Parliamentary Affairs spoke as special guests. Professor Dr. M. Sohel Rahman, member, Bangladesh Public Service Commission (BPSC) made the concluding remarks while Md. Sanwar Jahan Bhuiyan, Secretary, Bangladesh Public Service Commission (BPSC), gave the vote of thanks. Besides, Senior Secretary to the Ministry of Public Administration Dr Md Mokhlesur Rahman also spoke. Adviser Dr Muhammad Fouzul Kabir Khan said that some basic changes have been brought in various fronts during the tenure of the interim government since there is no leakage in question papers in public exams, no scandal in hajj management, and no load shedding during the holy month of Ramadan. “Changes have definitely taken place, but may be not as per the high expectations,” he added. Fouzul Kabir also noted that a period of one and a half year is not enough for the interim government for carrying out basic changes in the economy and in other fields. “Despite this, we’re trying our best to move the country forward as much as possible,” he added. He also thanked the BPSC for carrying out some basic changes in its operations over the last one year. Senior Secretary of the Ministry of Public Administration Dr Md Mokhlesur Rahman said that the positivity of the government is now visible. Turning to the voting to the DUCSU, he said that there were no chaos, firing and bombing, rather a ‘model’ election was held at the DUCSU today. Mokhlesur also opined that the current environment is in favour of election. BPSC Chairman Prof Mobasser Monem said that the aim of the commission is to turn it as a discrimination-free entity enriched with talents and skilled human resources imbued with the spirit of July Uprising. He noted that it is possible to deliver one BCS exams in a year following the Circular System of Evaluation while the commission is working relentlessly to reduce the run-time through following the circular system. “However, we need administrative and financial autonomy in this regard,” he said, adding that such autonomy would help the commission to hold BCS exams in a year. The process of 46th BCS exams is being held following the Circular System of Evaluation. In her presentation, Professor Saima Ferdous cited limited operational independence, lack of financial independence and trust and transparency gap as the challenges that the commission is currently facing. To overcome these, she cited strengthening operational capacity, compliance of constitutional budgetary provisions as mentioned in Article 88 and 89 and building trust and transparency as the solutions. Professor Ferdous said that to hold one BCS in one year, the key priorities are autonomy; circular system; digital printing press; assessment center; syllabus upgradation; question confidentiality; capacity development and stakeholder engagement.

CHANDPUR, Sept 9, 2025 (BSS) - The Bangladesh Coast Guard has recovered locally made firearms and sharp weapons during a special operation in Chandpur. Coast Guard media officer Lieutenant Commander Siam-ul-Hoque confirmed the development in a press release issued today. Acting on a tip-off, a team from the Chandpur station conducted an operation on Monday night near the Mohanpur launch terminal under North Matlab Police Station, where a group of robbers was reportedly preparing to carry out a robbery. During the search, the team recovered one homemade firearm, two machetes, and two Chinese axes, which were left behind. Legal action regarding the seized weapons is underway, the release added.

Nepal protesters set parliament ablaze as PM quits
Nepal protesters set parliament ablaze as PM quits
KATHMANDU, Sept 9, 2025 (BSS/AFP) - Nepali youth protesters set parliament ablaze on Tuesday as the veteran prime minister obeyed furious crowds to quit, after one of the deadliest crackdowns in years in which at least 19 people were killed. Protesters flooded the streets of Kathmandu, some jubilant and celebrating, others setting fire to government buildings and brandishing automatic rifles. The rapid descent into chaos shocked many, and Nepal's military warned against "activities that could lead the country into unrest and instability" in the Himalayan nation of 30 million people. Protests began on Monday with demands that the government lift a ban on social media and tackle corruption, with police trying to crush the rallies -- including using live ammunition, according to Amnesty International. On Tuesday, despite the government rolling back its order and the apps returning online, protests reignited, spreading from the capital to multiple cities nationwide. "The Nepal government has fallen, the youth have won the protest," said key protest figure Sudan Gurung, in a post on newly-restored Instagram. "The future is ours." - President calls for 'restraint' – Gangs on Tuesday attacked and set fire to KP Sharma Oli's house, the 73-year-old, four-time prime minister and leader of the Communist Party. His whereabouts are not known. Plumes of smoke also covered Nepal's parliament as demonstrators breached the fence and "torched the main building," Ekram Giri, spokesman for the Parliament Secretariat, told AFP. President Ramchandra Paudel, whose offices were also set on fire by mobs, pleaded for calm. "I appeal to all parties to exercise restraint, to not allow further damage," Paudel said in a statement. It did not seem to be heeded. Protesters, mostly young men, were seen waving the country's national flag as they dodged water cannons. The International Crisis Group called it a "major inflection point in the country's uneasy experience with democratic rule". Kathmandu's airport remains open, but some flights were cancelled after smoke from fires affected visibility, airport spokesman Rinji Sherpa said. - 'Gen Z movement' – Oli in his resignation letter said that he had stepped down to allow "steps towards a political solution". His political career stretched nearly six decades, a period that saw a decade-long civil war, with Nepal abolishing its absolute monarchy in 2008 to become a republic. First elected as prime minister in 2015, he was re-elected in 2018, reappointed briefly in 2021, and then took power in 2024 after his Communist Party forged a coalition government with the centre-left Nepali Congress in the often-volatile parliament. What happens next is unclear. "In the context of a revolution, constitutional or legal provisions do not apply right now," constitutional lawyer Dipendra Jha told AFP, saying that the "normal" process would have been for the president to call on the next leader in parliament to gather a majority. "The protesters, leaders who are trusted by them and the army should come together to pave the way for a caretaker government," Jha added. Crisis Group analyst Ashish Pradhan echoed that, saying a "transitional arrangement will now need to be charted out swiftly and include figures who still retain credibility with Nepalis, especially the country's youth". Balendra Shah, the 35-year-old engineer-turned-rapper who was elected as Kathmandu's mayor in 2022, and who is seen as a popular figure in the transition ahead, used Facebook to call on people to "be restrained". "We had made it clear: this is purely a Gen Z movement," Shah wrote after Oli's resignation, referring to young people aged largely in their 20s. "Your generation must take the lead in running the country. Be ready!" People aged 15-40 make up nearly 43 percent of the population, according to government statistics -- while unemployment hovers around 10 percent and GDP per capita is just $1,447, according to the World Bank. Several social media sites -- including Facebook, YouTube and X -- were blocked on Friday, after the government cut access to 26 unregistered platforms. Since then, videos contrasting the struggles of ordinary Nepalis with the children of politicians flaunting luxury goods and expensive vacations have gone viral on TikTok, which was not blocked. "This frustration has been building for over two decades, fuelled by corruption," said a 26-year-old protester, who did not want to be named. "What you see now is just a spark ignited by social media."
