RANGPUR, Aug 30, 2026 (BSS) - State Minister for Primary and Mass Education Bobby Hajjaj has said that an initiative is being taken to introduce a special allowance for teachers working in schools in char and remote areas, considering the reality of distance and travel. 
 
He said, "The structure of this allowance will be determined by considering the location of each school, travel distance, communication system and level of inaccessibility." 
 
He said this while briefing journalists after a day-long training workshop organized by the Rangpur Divisional Deputy Director's Office of the Directorate of Primary Education at the PTI Auditorium in Rangpur city on Sunday afternoon. 
 
Concerned primary education officials from all eight districts of Rangpur division participated in the workshop titled 'Classroom Management, Monitoring, Accountability and Reform of Administrative Structure in Primary Education in Bangladesh'. 
 
Regarding the remote area allowance, the State Minister said that there is a need to determine anew which areas will be considered remote in the real sense and how the teachers and officials working there will get special benefits. 
 
Remote areas will be identified considering the real situation with the help of the local administration. 
 
The opinions and recommendations of the field level in this regard will be compiled in writing and sent to the concerned authorities and further decisions will be taken based on that. 
 
Regarding the reform of the primary education administration, he said that an effective leadership structure should be established by clarifying the responsibilities, decision-making power and accountability at every level of the administration. 
 
“The ability of field level officials to make quick and correct decisions considering the real situation should be increased,” he said. 
 
He also emphasized on ensuring integrated work discipline from the department to the school. 
 
He said that the final destination of all activities of the primary education administration is the school and classroom. Therefore, the benefits of administrative reforms should be directly visible in the learning environment of the child. 
 
The State Minister also said that the 'Science Toy' programme will be launched in primary schools from next year through a pilot project. 
 
“This initiative will play a role in developing children's scientific mind, creativity and problem-solving skills through sports and hands-on learning,” he said. 
 
At the same time, eight sports activities will be included in the new primary curriculum to ensure the physical and mental development of children. 
 
Stating that strict action will be taken against teaching by proxy teachers in primary schools, Bobby Hajjaj said that no kind of irregularity or negligence of duty will be tolerated to ensure teacher presence in schools and regular teaching in the classroom. 
 
He called upon every teacher to fulfil his/her responsibility to ensure quality education for students. 
 
Director General of the Directorate of Primary Education Shahina Ferdousi, Director (Administration) Mohammad Kamrul Hasan and Joint Secretary of the Ministry of Primary and Mass Education Israt Jahan were present as special guests in the event.
 
Additional Deputy Commissioner of Rangpur Md Shariful Alam presided over the workshop.
