DHAKA, Sept 12, 2026 (BSS) –  Expatriate voters who wish to cast their ballots in the by-election to the Thakurgaon-1 constituency, scheduled for October 29, will be able to register through the ‘Postal Vote BD’ mobile app from today (September 12) until September 20.

 Meanwhile, the government officials and employees working within the country will be able to register under the ‘In-Country Postal Vote’ (ICPV) category from September 27 to October 8, according to the Election Commission (EC).

 Out of Country Voting System Development and Implementation (OCV-SDI) project for expatriate voter registration, told Bangladesh Sangbad Sangstha (BSS) this information .

 According to an EC notice, under the Representation of the People Order, 1972 (latest amendment in 2025), four categories of voters will be able to exercise their voting rights through postal ballots.

 They are Bangladeshi voters residing abroad; individuals who are outside their respective constituencies due to employment or government duties; prisoners detained in jails or in legal custody; and individuals assigned election-related duties outside their own polling centres.

 The notice further said that expatriate voters who had previously registered for the 13th National Parliament election will, where applicable, receive notifications through email, WhatsApp or the ‘Postal Vote BD’ app to confirm their consent to vote in the by-election. Ballots will then be sent to their current addresses.

 In addition, any Thakurgaon-1 voter residing abroad will be able to register anew through the app and participate in postal voting.

 Government officials and employees working within the country who were registered in the last national election will have their consent to participate in the by-election confirmed through SMS, after which ballots will be sent to their updated current addresses.

 Government officials and employees who did not register previously will be able to register anew and participate in postal voting. In addition, individuals assigned election duties for the by-election will also be able to register through the ‘Postal Vote BD’ app and cast their ballots.

 Prisoners who are currently detained in jails will also be able to register for the by-election through the jail authorities under the same process followed during the 13th National Parliament election and cast their votes through the postal ballots.
