Jamaat for lottery-based DC, SP transfers after polls schedule

DHAKA, Nov 19, 2025 (BSS) - Bangladesh Jamaat-e-Islami Secretary General Mia Golam Porwar today said that introducing a lottery-based system for transferring administrative officials after the announcement of the election schedule would help ensure maximum neutrality and transparency in the electoral process.

"In previous elections, we saw that large-scale reshuffles took place overnight after the schedule was announced. A lottery-based system would significantly reduce the scope for bias," he said.

The Jamaat leader was speaking at the Election Commission's (EC) dialogue with political parties ahead of the 13th National Parliamentary Election at the EC office in Agargaon this morning.

Parwar expressed concerns about the announcement of holding the July Carter referendum and national upcoming parliamentary election on the same day. 

"This raises questions - how will the expatriates participate in the referendum? And how will the Election Commission educate less-informed voters about July Carter?" he said.

Jamaat Assistant Secretary General Dr. Hamidur Rahman Azad and party leader Advocate Shishir Mohammad Monir were also present.

Dr. Azad called for ensuring a level playing field for all political parties. He reiterated the demand that transfers of Deputy Commissioners, Superintendents of Police, Election Officers, UNOs, and Officers-in-Charge (OCs) be conducted "solely on the basis of a 100 percent lottery system" to maintain neutrality.

He further said that although some responsibilities fall outside the EC's direct jurisdiction, the Commission should coordinate with the government to create an environment conducive to recovering illegal firearms, ensuring proper control over legal weapons, and guaranteeing voters' security. 

He also suggested strict monitoring at polling centres and cautioned against supplying excessive ballot papers.

Advocate Shishir Mohammad Monir said, "Although violations of the guidelines have been termed punishable offences, the authority responsible for determining the punishment is not mentioned. Similarly, there is no specified timeframe for disposing of complaints related to electoral code violations. These must be clearly incorporated."

Election Commissioners Brigadier General (Retd) Abul Fazal Muhammad Sanaullah, Abdur Rahman El Masud, Tahmida Ahmed, Md. Anwarul Islam Sarkar, and Senior Secretary of the EC Secretariat Akhtar Ahmed were present along with other senior officials.

The morning session of the dialogue included representatives from Bangladesh Jamaat-e-Islami, Bangladesh Minority Janata Party (BMJP), Insaniyat Biplob Bangladesh, National Citizen Party (NCP), Gonoshonghoti Andolon, National Democratic Movement (NDM), and Bangladesh Labour Party.
