DHAKA, Jan 22, 2026 (BSS) - The Anti-Corruption Commission (ACC) filed a case against a total of 43 people of Rupayan Housing Estate Limited and Rajdhani Unnayan Kartripakkha (RAJUK) on charges of misappropriating government and private property.
ACC Director General Md Akhtar Hossain disclosed the information at a regular press briefing at the ACC headquarters.
Notable accused in the case include Rupayan Housing Estate Limited Chairman Liaquat Ali Khan Mukul, directors Rokeya Begum Nasima, Mahir Ali Khan Ratul, Farida Begum and Ali Akbar Khan Ratan.
Others include Rupayan estate officer Sazzad Hossain, and RAJUK Deputy Town Planners Kamrul Hasan Sohag and Md Sirajul Islam.
According to the ACC, Rupayan Housing Estate Ltd entered into a bayna (earnest money) and an agreement with the complainant in 2013 for 2.51 acres of land.
However, the company later filed a case in court claiming ownership of the land without paying the land price or completing registration as per the agreement.
In that case, the court issued a status quo order on the disputed land, which is still in force.
Despite the case being sub judice, applications were submitted to RAJUK on behalf of Rupayan Housing for land-use clearance, approval of a special project, and design and construction approvals.
It is alleged that certain RAJUK officials and employees illegally granted these approvals without verifying land ownership, khatian records, plot details or the court injunction.
The inquiry further revealed that although Rupayan Housing Ltd obtained the special project and construction approvals in five phases over a total of 41.548 acres of land, the amount of valid land documents submitted to RAJUK covered only 16.32 acres. No valid ownership deeds were found for the remaining land.
Moreover, the ACC found evidence that government khas land under Khatian No. 1 and property of the Bhawal Estate were also illegally included in the project.
The ACC said that special project clearances and construction approvals were obtained by providing false and incomplete information, in violation of the Dhaka Imarat Nirman Bidhimala-2008.
As a result, both the government and the complainant individuals suffered financial losses.
