None will be allowed to construct buildings beyond approved design in future: Zakaria

DHAKA, Aug 23, 2026 (BSS)- Housing and Public Works Minister Zakaria Taher today said that there will be no further scope to construct buildings or develop housing projects in violation of the law in future. 

“It will be strictly ensured that no one constructs buildings beyond the approved design in future,” he told a views-exchange meeting with members of the Real Estate and Housing Association of Bangladesh (REHAB) and the Bangladesh Land Developers Association at the ministry's conference room.

He said over the past 17 years, there was a lack of proper implementation of the laws, rules, and policies governing building construction in the country, said an official handout. 

Although Sewage Treatment Plants (STP) and soak wells were included in the approved building plans, many developer companies failed to install them, he said adding that from now on, strict enforcement of the law will be ensured. 

He said members of REHAB and the Bangladesh Land Developers Association must remain vigilant so that no building or housing project is built in violation of the law. 

RAJUK is bringing the entire process of land use clearance and plan approval under 100percent digitalization, he said.

 Furthermore, the minister said, the regulations of the National Housing Authority will be amended to bring developers operating outside the capital under a specific policy framework.

State Minister for Housing and Public Works Ahammad Sohel Monzoor, RAJUK Chairman Engineer Md. Reazul Islam and Additional Secretary Md. Abdul Matin were present at the event.

In his speech, Sohel Monzoor urged developers to prioritize customer grievances. He noted that many people have paid money years ago but have not received their promised flats or apartments. 

Conversely, those unable to continue instalments as per contract often do not get their deposited money refunded for three to four years, he mentioned. 

The state minister requested developers to consider these issues from a humanitarian perspective.

During the meeting, leaders of REHAB and the Bangladesh Land Developers Association expressed their firm commitment to constructing buildings and developing real estate in compliance with laws and regulations. 

They also presented their views regarding the Detailed Area Plan (DAP) and the Dhaka Metropolitan Building Construction Rules.
