DHAKA, June 14, 2026 (BSS)-State Minister for Primary and Mass Education Bobby Hajjaj today said the government has introduced a new decentralized system to make the transfer of primary teachers more transparent, accountable and free from corruption.
He alleged that teacher transfers had long been associated with syndicates and corruption that became a significant obstacle to improve the quality of education.
The State Minister made these remarks while addressing the ‘Validation Workshop on the Education Sector Analysis (ESA)-26,’ organized by Global Partnership for Education and the UNICEF at a hotel here as special guest.
He said that under the directive of Prime Minister Tarique Rahman and through the initiatives taken by his ministry, the teacher transfer process has been brought to the local level.
Under the new policy, separate committees are being formed at the upazila, district, divisional and city corporation levels.
These committees will meet at regular intervals to review the transfer applications.
Boby Hajjaj said that at the upazila level, a four-member committee led by the Upazila Nirbahi Officer (UNO) will scrutinize the applications, after which the Upazila Primary Education Officer will issue the transfer orders.
He further said that similar five- or six-member committees will operate at the district, divisional and city corporation level to examine the transfer applications and issue the transfer orders.
The committees responsible for reviewing and disposing of the transfer applications at the City Corporation, divisional and district levels will be chaired respectively by the Additional Director General of the Directorate of Primary Education, the Divisional Commissioner and the Deputy Commissioner (DC).
Education Minister Dr. A N M Ehsanul Haque Milon was present at the workshop as the chief guest where he highlighted the government’s initiatives in secondary, higher secondary, higher madrasa education and technical education.
Officials from the Ministry of Education, the Ministry of Primary and Mass Education, relevant directorates and representatives of UNICEF attended the workshop.
