DHAKA, Feb 8, 2026 (BSS) - The Election Commission (EC) today issued several special instructions regarding the issuance of observer identity cards and vehicle stickers for the upcoming referendum and the 13th National Parliamentary Election scheduled to be held on February 12.
According to a notification of the EC, in compliance with the Election Observation Policy-2025, the EC has approved a total of 55,454 observer cards from 81 EC-registered observer organizations to monitor the election. Of them, 7,997 observers have been approved at the central level and the rest 47,457 at the local level on constituency- basis.
The EC has issued the following instructions regarding the issuance of observer identity cards and vehicle stickers. These are - (a) Applications must be verified to ensure that the EO-2 and EO-3 forms are properly submitted. (b) Observers must have been born on or before February 11, 2005. (c) Attested copies of SSC and HSC certificates or equivalent must be submitted as proof of the educational qualifications. (d) The head of each observer organization must provide a certification stating that the observers appointed by the organization have no political affiliation.
