PPR, 2025 aims to enhance transparency in public procurement

DHAKA, Dec 18, 2025 (BSS) - The provisions in the newly enacted Public Procurement Rules, 2025 (PPR, 2025) have been framed in a way so that these can enhance transparency, accountability and competition in the process of public procurement.

S. M. Moin Uddin Ahmed, Chief Executive Officer (Secretary) of the Bangladesh Public Procurement Authority (BPPA), said this while attending a workshop on the Public Procurement Rules (PPR), 2025 and electronic Government Procurement (e-GP) as the Chief Guest in Faridpur today.

“Now you will review the PPR, 2025 and give us your feedback,” he told the tenderers and procuring entity (PE) representatives present in a workshop the BPPA organized at the conference room of Deputy Commissioner of Faridpur, said a press release.

The workshop was managed by Bangladesh Center for Communication Programs (BCCP). The CEO mentioned that some provisions, particularly for encouraging women, small and new entrepreneurs, have been included in the new PPR, 2025. 

BPPA Director and National Procurement Trainer, Shah Eyamin-Ul Islam, who has made contribution to the formulation of the new PPR, 2025, delivered a presentation on PPR, 2025 focusing on its important rules and schedules. A total of over 60 representatives from procuring entities and tenderers in Faridpur participated in the session.

Deputy Commissioner and District Magistrate of Faridpur Mohammad Kamrul Hasan Mollah, presided over the session.

The CEO said, “The PEs and tenderers are being provided training on the new PPR, 2025 and for that the BPPA is holding workshop in districts and upazilas for creating awareness about the new PPR and the amended PPA, 2006.” He further said, “The PPA, 2006 was amended through an ordinance in 2025 and following that, PPR, 2025 was formulated in place of the PPR, 2008.”

“Both the PPR, 2025 and the amended PPA, 2006 came into effect on September 28, 2025. The BPPA is now disseminating PPR, 2025 across the country through workshops,” he said.

BPPA has been conducting such workshops on the PPR 2025 and e-GP across the country for creating awareness and capacity building.
