DHAKA, May 9, 2026 (BSS) - The Bangladesh Police is set to place a series of structural reform proposals before Prime Minister Tarique Rahman during the upcoming National Police Week, aiming to enhance operational efficiency, professional mobility, cybercrime prevention and public security across the country.
Officials at the Police Headquarters confirmed the development.
National Police Week 2026 is scheduled to be held from May 10 to May 13.
Time and Batch-Based Promotions:
One of the key proposals focuses on introducing time and batch-based promotions for police officers to ensure career mobility and reduce dissatisfaction among different BCS police batches.
Police officials said delays in promotions due to a shortage of higher-ranking posts have created administrative stagnation.
Under the proposal, Assistant Superintendents of Police (ASP) would receive promotions in a structured timeline — Additional SP after 5 years, SP (Grade-5) after 10 years, Additional DIG after 14 years, DIG after 18 years and Additional IGP after 20 years of service, similar to other government cadres.
Officials noted that 181 members of the 30th Police Batch will complete 15 years of service in June, while 182 members of the 31st Batch have already completed 14 years, yet many are still awaiting promotions enjoyed by officers of other cadres.
The proposal also includes creating supernumerary posts for SP and above to resolve the backlog.
Dedicated Cyber Police Unit:
Another major proposal is the formation of a specialized Cyber Police Unit to combat rising cybercrimes, online fraud, cyberbullying, digital extortion, hacking and anti-state propaganda on social media platforms.
Police sources said cybercrime has increased sharply with the expansion of internet banking and mobile financial services.
Teenage girls aged between 10 and 17 are among the most vulnerable victims of cyberbullying and online harassment.
According to police data, 4,794 cases were filed in the last five years under the Information and Communication Technology Act, Pornography Control Act and Digital Security Act.
Investigators say lack of digital evidence and technical expertise remains a major challenge, prompting the demand for a dedicated cyber policing structure.
Demand for Two New Police Training Centres (PTCs)
The Bangladesh Police has also proposed establishing two new Police Training Centres (PTCs) in Habiganj and Barisal to address the growing training pressure within the force.
Currently, the country has only four PTCs — located in Tangail, Noakhali, Rangpur and Khulna — established in 1990 when police manpower stood at 79,456.
The force now has more than 207,000 personnel.
Officials said mandatory training for promotions from constable to inspector level has created severe pressure on existing facilities, making additional PTCs essential.
Mymensingh Metropolitan Police Proposal:
Police authorities also proposed the formation of Mymensingh Metropolitan Police to strengthen urban security in the rapidly expanding Mymensingh region.
Officials said the growing population, industrial expansion along the Dhaka-Mymensingh highway, labor unrest and increasing traffic congestion require a dedicated metropolitan policing structure similar to other divisional cities.
Environmental Police Unit:
Another proposal seeks the creation of a specialized Environmental Police Unit to tackle environmental crimes including river encroachment, illegal sand extraction, deforestation, hill cutting, brick kiln pollution and destruction of agricultural topsoil.
Police officials believe the proposed unit would help enforce the Bangladesh Environment Conservation Act more effectively and strengthen efforts against climate-related environmental degradation.
APBN Unit in Rangpur:
The proposals also include establishing a new Armed Police Battalion (APBN) in Rangpur to strengthen border security and curb smuggling and drug trafficking in northern districts including Thakurgaon, Panchagarh, Nilphamari, Lalmonirhat, Kurigram, Gaibandha and Dinajpur.
If approved, the proposed “15 Armed Police Battalion, Rangpur” would become the first dedicated APBN unit in the greater Rangpur region.
