DHAKA, Aug 17, 2026 (BSS) - Dhaka South City Corporation (DSCC) Administrator and valiant freedom fighter Md Abdus Salam today said a registration system will be introduced to bring order to hawker businesses on footpaths and roads in the capital to operate them at designated places and times.
"Proposed Hawker Management Policy aims to ensure hawkers' employment while keeping pedestrian and vehicular movement normal, restoring road discipline and building a safe, pedestrian-friendly and hygienic city," he said.
Speaking at an exchange meeting with hawker representatives at Nagar Bhaban today, he made the remark.
The administrator said registered hawkers' business category, designated zone or location, stall size, operating hours and monthly fee would be specified in their registration certificates.
No one else could occupy their designated places or demand extortion money for their use, he noted.
He informed that a one-time registration fee of Taka 5,000 and an annual renewal fee of Taka 2,500 have been proposed, along with a monthly fee of Taka 3,000 per hawker for use of city corporation space, cleanliness and overall management.
Each registered hawker would receive an identity-bearing smart card or licence containing a barcode and QR code for verification and the licence would be non-transferable, he said.
He disclosed that only one licence has been proposed for each family.
He also revealed that plans also been taken to operate 'holiday markets' on weekly and government holidays and 'night markets' after office hours in commercial and densely populated areas.
He cautioned that action could also be taken against unlicensed hawkers.
Hawker representatives demanded lower registration and monthly fees, rehabilitation, organizational representation and measures for narrow footpaths.
