ACC sues ex-railway DG, 2 others for misappropriation, power abuse

DHAKA, Sept 18, 2025 (BSS) - The Anti-Corruption Commission (ACC) has filed a case against former director general (DG) of Bangladesh Railway (BR) Shamsuzzaman and two former additional DGs on charges of fraud, misappropriation and abuse of power.

ACC Deputy Director Md Akhtarul Islam said that Assistant Director Md Abul Kalam Azad of the commission's head office lodged the case as complainant.

According to the case documents, former DG Shamsuzzaman, former additional DGs Manjurul Alam Chowdhury and Mohammad Hasan Mansur, in collusion, breached procurement rules in the purchase of 10 meter-gauge locomotives for Bangladesh Railway.

The accused allegedly committed forgery and fraud, abused their authority and misappropriated Tk 1.36 crore by importing and accepting substandard engines without mandatory Pre-Shipment Inspection (PSI) certificates.

The irregularities also caused a financial loss of Tk 322.68 crore to the state exchequer, the case statement added.

The case details said that under the project, a contract was signed with South Korean company Hyundai Rotem Company to purchase 10 MG diesel-electric locomotives at a cost of more than Tk.322 crore. 

But the accused changed core components, forged PSI certificates and accepted locomotives in violation of the contract specifications.

The ACC further said if evidence surfaces against any other individual in connection with the scam, legal action will be taken accordingly.
