DHAKA, June 4, 2026 (BSS) - Deputy Speaker of the Bangladesh Jatiya Sangsad Barrister Kayser Kamal, MP, has said that a deep and comprehensive understanding of the constitution and the rules of procedure among members of parliament strengthen parliamentary democracy, making it more effective, responsive, and accountable.
He made the remarks while addressing an orientation programme titled “Constitution, Rules of Procedure and Parliamentary Functions” held today at the oath-taking room of the Jatiya Sangsad Bhaban.
The Deputy Speaker stated that ensuring public expectations, active participation in the law-making process and effective oversight of the executive require MPs to have a clear understanding of constitutional and parliamentary provisions, said a press release.
He noted that the constitution is the supreme law of the republic and the foundation of parliamentary democracy.
Referring to Articles 64, 74, 76 and 78 of the Constitution and other relevant provisions, he said these define the parliamentary framework, committee system, responsibilities and accountability of MPs, and the role of parliament in state governance.
Barrister Kayser Kamal further said that the rules of procedure of parliament are not merely a set of formal regulations but a practical guide for conducting parliamentary business.
He stressed the importance of MPs’ clear understanding of legislative functions, participation in question-answer sessions, submission of notices, motions and amendments, voting procedures, and the use of parliamentary instruments.
During the orientation course, he elaborated on constitutional fundamentals, parliamentary norms and practices, procedures of parliamentary debate, use of different notices and motions, importance of question-answer sessions, functions of standing committees, and the role of parliament in ensuring executive accountability.
He urged MPs to ensure attendance, active participation, and constructive debate to properly present public interest issues, reflecting the hopes, aspirations, and challenges of the people.
The Deputy Speaker also emphasized that the government, state institutions, and all concerned bodies are accountable to parliament.
He underscored the importance of quorum, maintaining parliamentary discipline, and strengthening the effectiveness of standing committees. He particularly highlighted the oversight and review role of parliamentary standing committees.
He further discussed the privileges and responsibilities of MPs, stating that while parliamentary privileges must be protected, they must also be exercised responsibly in a democratic manner.
“Parliament is not only a place for legislation; it is the highest democratic institution representing the hopes, aspirations, opinions, and interests of the people.
A responsible, knowledgeable and effective role of MPs contributes significantly to strengthening democratic institutions and enhancing the dignity of parliament,” he said.
Kayser Kamal expressed hope that such orientation programmes would further enhance the skills and confidence of both newly elected and sitting MPs, thereby contributing positively to improving parliamentary effectiveness.
The programme was attended by the Secretary of the Jatiya Sangsad Secretariat, representatives of UNDP, senior officials of the parliament secretariat, and other concerned officials.
