Graduation now minimum qualification for ad-hoc committee chair of private edn institutions

DHAKA, March 16, 2026 (BSS) - The government has fixed the minimum educational qualification as graduation or equivalent for nomination of the chairperson of ad-hoc committees of non-government lower secondary, secondary and higher secondary educational institutions in the country.

The Ministry of Education has also issued new guidelines regarding the process and qualifications for nominating the chairperson.

The directive was announced in a circular signed by Deputy Secretary of the Secondary and Higher Education Division Syed A.Z. Morshed Ali today.

According to the circular, the order will come into effect immediately in the public interest.

It said the new rule will be implemented in line with the Non-Government Educational Institutions Governing Body and Managing Committee Regulations, 2024 (including the amendment dated August 31, 2025).

As per the circular, ad-hoc committees must be formed under Regulation 75(2) in the case of the Dhaka Education Board and Regulation 74(2) for other education boards.

The circular states that the general educational qualification for the chairperson of the ad-hoc committee will be a graduate or equivalent. 

However, in special cases, the ministry may take necessary decisions if a person has made outstanding contributions to the expansion and development of education or possesses other special qualifications.

It also mentioned that a specific procedure must be followed in nominating the chairperson of the ad-hoc committee. The head of the institution (principal or head teacher) will have to send a proposal containing the names and biographies of three eligible persons to the respective education board.

In metropolitan areas, the proposal will be sent through the divisional commissioner, while in other areas it will be forwarded through the concerned Upazila Nirbahi Officer or deputy commissioner.

The list of the three proposed persons may include serving or retired first-class officials of government, semi-government or autonomous institutions, retired educationists, local education enthusiasts, social workers or founding members of the concerned institution. The education board will appoint one person as chairperson from the proposed list.

The decision was taken at an exchange meeting held at the Ministry of Education on March 10 regarding the formation of governing bodies, managing committees or ad-hoc committees of non-government lower secondary, secondary and higher secondary educational institutions.
