Govt. reconstitutes NICAR with PM Tarique Rahman in chair

DHAKA, March 5, 2026 (BSS) – The government has formed a new 20-member committee of National Implementation Committee on Administrative Reorganization (NICAR) with Prime Minister Tarique Rahman in the chair.
   
Cabinet division officials said a gazette was issued on March 4 reconstituting the high-level government decision making body with specific tasks while it comprised key- ministers with important portfolios like local government, finance, home, law and industries and public administration.
   
NICAR is entrusted with the tasks of reviewing and providing final approval for the country’s administrative units’ creation and reorganization, establishment or renaming of government structure and forming local government bodies like new city corporations and municipalities.
    
The ministers and state ministers named as NICAR’s new members are: 
   
Mirza Fakhrul Islam Alamgir - Local Government, Rural Development and Cooperatives Minister; Amir Khasru Mahmood Chowdhury -- Finance and Planning Minister; Salahuddin Ahmad -- Home Affairs Minister; Abdul Muktadir -- Industries Textile and Jute and Commerce Minister; Asaduzzaman -- Law, Justice and Parliamentary Affairs Minister; and Md Abdul Bar -  State Minister for Public Administration Ministry.
   
The rest of the NICAR members are officials and they are:
   
The cabinet secretary, principal secretary to the PMO, secretaries of public administration, land, home, finance, legislative and parliamentary affairs, coordination and reforms of cabinet division,  law and justice division, local government and member of infrastructure division of planning commission alongside any other secretary of ministries or divisions concerned.
   
According the gazette if necessary, the committee could co-opt new members and cabinet division would assist the committee for secretarial services.
   
The new gazette scrapped the a previous gazette issued on May 7, 2025 without elaborating the contents.
