DHAKA, Jan 28, 2026 (BSS) - The Ministry of Education has empowered the Non-
Government Teachers Registration and Certification Authority (NTRCA) to
appoint principals and assistant head of the MPO-listed educational
institutions (schools, colleges, madrasas and technical schools) across the
country.
"From now on, the NTRCA will select and recommend candidates for appointment
to the posts of principal, vice-principal, head teacher, assistant head
teacher, superintendent and assistant superintendent under the Monthly Pay
Order (MPO) scheme listed educational institutions at school, college,
madrasa and technical levels in the country," a circular said.
Signed by Rehana Parveen, secretary of the Secondary and Higher Education
Division of the Ministry of Education, the circular regarding it was issued
here yesterday.
The government has entrusted this responsibility to the NTRCA under the
authority bestowed upon it as per the Section 8 (K) of the Non-Government
Teachers Registration and Certification Authority Act, 2005, the circular
stated.
Education ministry officials said until now these appointments were in the
hands of the managing committee or governing body of the concerned
institutions.
"The NTRCA will conduct a separate examination for their respective
appointment," it added.
There will be a total of 100 marks in this examination. Out of this, the
written/selection test will be of 80 marks, the educational qualification
certificate will be of 12 marks and the oral examination will be of 8 marks,
according to the circular.
The circular said a minimum of 40 percent marks must be obtained in both the
written and oral examinations separately. Out of those who pass the written
examination, a maximum of three candidates against the vacant posts will be
called for the viva voce, where the final merit list will be prepared on the
basis of the written, viva and educational qualification marks.
About the applications and recommendations, the circular mentioned that the
successful candidates would be able to give their choice list to a maximum
five educational institutions through online.
However, if the candidates want, they will have the opportunity to work in
other institutions besides the choice list by agreeing to the 'other option',
said the circular.
"The NTRCA will recommend one person (as 1:1 ratio) for each post according
to the merit list and the candidate's choice. After getting the NTRCA's
recommendation, the managing committee or governing body of the concerned
educational institution must issue the appointment letter to the recommended
candidate within one month," it continued.
The circular further said the Directorate of Secondary and Higher Education,
the Directorate of Technical Education and the Directorate of Madrasa
Education will send their respective institutions' demand for the vacant
posts to the NTRCA by December 31 of every year.
"If a candidate is convicted in a criminal or departmental case, he will be
considered ineligible to apply. Besides, if any existing rules and
regulations conflict with this new circular, the concerned authorities have
been instructed to amend those immediately," the ministry circular stated.
The ministry officials said this groundbreaking change has been brought with
the aim of ensuring transparency in the recruitment process and selecting
qualified leadership as well.
