DHAKA, Dec 14, 2025 (BSS) – Senior Secretary of the Ministry of Land ASM Saleh Ahmed today said that land registration should be brought under the Ministry of Land.
“Land management in Bangladesh has long been known as a symbol of complexity and public suffering. One of the major reasons behind this complexity is the dual control over land administration and land registration. Currently, while land administration is under the Ministry of Land, land registration activities are conducted under the Ministry of Law. This division has created administrative inconsistencies and made land management more difficult,” he said.
He made the remarks at a meeting held today at the Ministry of Land to discuss bringing registration-related functions under the purview of the Land Ministry, in line with the recommendations of the Public Administration Reforms Commission, to provide easier land services under a single umbrella.
Saleh Ahmed said, “We all work for the people, and therefore we must work together to alleviate public suffering. What matters is not which ministry is responsible, but how effectively services are delivered to the people.”
He said land registration is an integral part of land management, noting that the transfer of land ownership, execution of documents, registration and correction of records are all part of a continuous process.
However, when different ministries handle different aspects of the same process, coordination of information is disrupted, decision-making is delayed and opportunities for corruption increase, he added.
The senior secretary said that bringing land registration under the Ministry of Land would help establish a single authority and integrated management system, making it easier to store and verify all land-related information on one platform.
He added that digital land management would become more effective, while document fraud, double registration and inconsistencies in records would be significantly reduced.
Saleh Ahmed said it often takes years to confirm ownership after purchasing land. If land registration is placed under the direct supervision of the Ministry of Land, public suffering could be reduced by delivering services under one umbrella.
He said that bringing all land-related activities under an integrated framework by transferring land registration to the Ministry of Land would restore discipline in land management and reduce corruption.
Chairman (Secretary) of the Land Reforms Board AJM Salauddin Nagri, Chairman of the Land Appeal Board Dr Md Mahmud Hasan, additional secretaries of the ministry and representatives of various ministries were present at the meeting.
