DHAKA, Nov 24, 2025 (BSS) – Land Adviser Ali Imam Majumdar today inaugurated automated mutation system 2.1 and integrated mobile app ‘Bhumi’ at a ceremony at Bhumi Bhaban in the capital.

Chief Adviser’s Special Assistant for the Ministry of Posts, Telecommunications and Information Technology Faiz Ahmad Taiyeb, ICT Division Secretary Shish Haider Chowdhury, Land Reforms Board Chairman AJM Salahuddin Nagari and Senior Programme Adviser, Governance, UNDP Bangladesh Dragan Popovic were present as the special guests at the ceremony.

Senior Secretary of Land Ministry ASM Saleh Ahmed chaired it.

Speaking on the occasion, Ali Imam Majumdar said the human touch in land services has been further reduced with the launching of the automated mutation system 2.1.

He said citizens will now need to visit the Upazila Land Office only once for mutation (namjari).

This system will help prevent fraudulent name transfers and illegal land handovers, he said, adding the new mobile app “Bhumi” will enable citizens to pay land development tax, collect dakhila, pay mutation fees, and obtain Duplicate Carbon Receipt (DCR) and khatian copies, including certified khatian and mouza maps. 

Gradually, more land services will be integrated into the Bhumi app, he said.

Under the automated mutation system 2.1, once a mutation is completed, the land will automatically be deducted from the previous owner’s khatian and added to the new owner’s khatian, he said.

As a result, concealing information and selling the same land multiple times through fraudulence will no longer be possible, he added.

He said works have already started through UNDP Bangladesh to ensure 100 percent khatian and holding entries and correction of errors in the national land service system. 

The programme was launched in Feni district on August 13 this year and pilot operations in eight districts are now nearing completion, he added.

Gradually, this initiative for complete khatian and holding entry and corrections will be implemented across the entire country, making the land service system even simpler, more citizen-friendly, and more automated, he said.

In his address, Faiz Ahmad Taiyeb urged all to encourage others to use the Bhumi mobile app. 

He emphasized the need for collective efforts to ensure hassle-free land services for the people. He also said that software developed for land services must be made user-friendly.

Taiyeb said the servers must be kept secure while using the integrated mobile app for land services to ensure data protection. 

At the event, field-level officials and staff were awarded for their special contributions to land services.
