BNP urges govt to act cautiously in implementing July Charter

DHAKA, Nov 11, 2025 (BSS) - Bangladesh Nationalist Party (BNP) today urged the interim government to take cautious and responsible steps regarding the implementation of the July National Charter.

Speaking at a press conference at the BNP Chairperson's office in Gulshan here, BNP Standing Committee Member Dr. Khandaker Mosharraf Hossain said, "If the government gives any decision outside the matters specified in the July National Charter, the signatory parties to the charter will not be obligated to abide by it. 

“In that scenario, all responsibility will fall upon the government...We call upon the government to take cautious steps in this regard," he said.

He said the July National Charter, which was drafted, based on a consensus—with some Notes of Dissent—following nearly one year of discussions by the National Consensus Commission with various political parties, was signed on October 17.

All parties are committed to its implementation in line with the country's constitution and laws of the land, he added. 

Khandaker Mosharraf informed that these decisions were adopted after discussions at a meeting of the National Standing Committee of the BNP on Monday night. BNP Acting Chairman Tarique Rahman chaired the meeting.

Mentioning that the BNP still adheres to the July Charter, BNP Standing Committee Member Salahuddin Ahmed said, "The July Charter includes Notes of Dissent from various political parties on several clauses. It also stated regarding those Notes of Dissent that the respective parties can implement them if they win the election and get the opportunity to run the government.”

In this connection, he said the BNP is hundred percent in agreement with this and remain committed to this position. We are not operating outside the signed July Charter.

However, the recommendations provided by the National Consensus Commission to the government regarding implementation of the Charter do not include the parts pertaining to the Notes of Dissent, he said. 

“They have only prepared a schedule with 48 points concerning the proposals. In that schedule, they proposed a referendum on the proposals. In the interest of national consensus, we agreed to seek public consent for the implementation of the July Charter by holding general and referendum elections on the same day, and we stand by that,” he added. 

BNP Standing Committee Member Salahuddin Ahmed, Amir Khasru Mahmud Chowdhury, Dr. Abdul Moyeen Khan, Nazrul Islam Khan, Mirza Abbas and Major (Retd.) Hafiz Uddin Ahmed, among others, were present in the press conference.
