Govt. issues 7-point guideline for easy service of housing ministry

DHAKA, Nov 10, 2025 (BSS) – Ministry of Housing and Public Works has issued a seven-point guideline to ensure easy, efficient services for the public and curb corruption. 

According to the guideline, the practice of obtaining approval from the leasing authority for the purchase, donation, gift, mutation, transfer, power of attorney, or loan permission of residential plots and flats has been abolished, said a press release issued today.

During the registration of a deed, the purchaser must deposit an amount in favor of the authority concerned through the sub-registry office at the rate of 2% (two percent) of the deed value for the transfer of land along with a developed flat or building, and at the rate of 3% (three percent) of the deed value for the transfer of only a plot or land.

To avoid disputes over ownership of leased property and to ensure that ownership records are properly preserved and updated with the lessor organization, the purchaser or, as applicable, the deed recipient must submit a certified copy of the executed deed and the relevant mutation (ownership transfer) records to the lessor organization within 90 (ninety) days of the execution of the deed in the case of transfer of a plot or flat. 

Besides, the ministry has also issued some other guideline for ensuring easy service under the public works ministry and its subordinate offices.
