DHAKA, Nov 02, 2025 (BSS) - The Dhaka Secondary and Higher Secondary Education Board has issued 24 emergency directives for center secretaries to ensure the smooth and disciplined holding of the Junior Scholarship Examination (JSE).
These instructions were given in a circular, signed by Professor Dr Khondokar Ehsanul Kabir, Chairman of the Dhaka Board and President of the Bangladesh Inter-Education Board Coordination Committee, on Saturday.
The examination is scheduled to begin from December 28 to December 31.
The ‘Junior Scholarship Examination 2025’ will begin at 10am. Candidates will sit for the exam based on the full syllabus of the eighth grade.
According to the directive of the board, all the candidates of the ‘Junior Scholarship Examination 2025’ will participate in the full syllabus of class 8 in Bangla, English, Mathematics with full marks of 100 and full time of 3 hours and Science, Bangladesh and World Introduction with 50+50 marks and one and a half hours each.
Seven days before the exam, question paper packets stored in the treasury or police station locker trunk must be verified against the descriptive list. The verification must be attended by the relevant Treasury Officer, Upazila Executive Officer, Center Secretary, and members of the examination management committee.
Two sets of question papers must be separated according to the exam date and individually packaged in security envelopes.
On the day of verification, these packages must be organized by date, sealed with gum on the security envelope, and wrapped properly with carton tape. The exam date, subject code, and set code must be written on the security envelope. Any fault found in this process will be considered negligence by the center secretary.
On exam days, Center Secretaries must collect the two sets of security envelopes from the Treasury Officer and bring them to the center with police protection.
The question paper set indicated by an SMS must be used, and the packet should only be opened after the SMS is received. Any unused set must be submitted intact to the Upazila Committee, which will then submit it to the District Committee.
Center Secretaries are required to manage candidate entry and maintain strict order within the examination venue. Candidates must be ushered into the examination room 30 minutes before the test begins.
If a candidate arrives after this time, the Center Secretary may permit entry under special consideration, but the candidate’s roll number and other details must be recorded in a register book, which must be submitted to the relevant board after the exam.
There must be one invigilator for every 20 candidates, with a minimum of two invigilators per room. Candidate seating arrangements must maintain a minimum distance of 3 feet.
No one except the Center Secretary can enter the center with a mobile phone or electronic device. The Center Secretary may only use a mobile phone that cannot take pictures.
Classes at the associated school must be closed during the examination. Only board-approved calculators are permitted.
Before the exam, effective measures, such as using hand mics or possibly installing CCTV cameras, must be taken outside the center to prevent disorder among candidates, guardians, or others.
Center Secretaries must download and print admit cards from the Dhaka Education Board website for their affiliated schools and swiftly deliver them to the respective school heads. Any errors on the admit card must be corrected through the Education Board's relevant branch within five working days of receipt.
Defective answer scripts must not be provided to candidates. Candidates must sign the attendance sheet to confirm their presence. If a student is absent, the specific date and subject must be marked as ‘Absent’ using red ink.
Answer scripts must be packed in corrugated sheets, 50 scripts per packet. Separate packets must be used for each subject. The Center Secretary will be held responsible if the answer script packets bear any marks or additional writing.
Candidates taking the English Version exam must use the corresponding English Version question papers, and their answer script packets must be handled separately.
The answer script packets must be sealed in sacks and delivered to the Upazila Committee.
The issuance of these detailed, sequential instructions, starting from seven days before the exam down to post-exam packaging protocols, mirrors an approach similar to a military drill, ensuring every step of the high-stakes examination process is meticulously controlled and accounted for by the Center Secretary.
