DHAKA, Oct 27, 2025 (BSS) - The History and Philosophy Department of North South University (NSU) today organized a special lecture titled "The July Charter: Understanding the Political Reforms from a Comparative Perspective" at the university's syndicate hall. 

Head of Mission and Constitution Building Programme, International IDEA, The Hague, Netherlands, Dr. Sumit Bisarya presented the keynote.

NSU Pro-Vice Chancellor (IC) and Treasurer Professor Abdur Rob Khan was present as the special guest while Professor of Law & Dean, School of Humanities and Social Sciences of NSU Dr. Md. Rizwanul Islam was also present at the event. 

History and Philosophy Department Chairman Prof Dr. Mahbubur Rahman, moderated the event. 

Dr. Sumit Bisarya discussed how constitutions evolve globally, highlighted Bangladeshi students as drivers of political change, and analyzed the July Charter from a comparative perspective. 

He said, "The July Charter is a remarkable achievement, looking at the number of parties that signed it. But there is a lot to be done in terms of implementation". 

Professor Abdur Rob Khan thanked the Department of History and Philosophy for arranging the event.

"The success of a constitution depends on very stable politics and social factors. The July Charter is not just a legal document, but much more than that. Hopefully the constitution will uphold the values of what we cherish and will bring real tangible progress to our country," said Dr. Md. Rizwanul Islam.

Dr. Mahbubur Rahman said, "The July Charter is a positive development in Bangladesh, but its effectiveness will depend on how things are implemented in the future."
