ISLAMIC UNIVERSITY, Kushtia, Aug 17, 2025 (BSS)- Students of the Public Administration department of Islamic University (IU) in Kushtia formed a human chain today demanding inclusion of the Public Administration under a separate code in the Bangladesh Civil Service (BCS) education cadre.
The programme was held in front of Mir Mosharraf Hossain Academic Building at around 11:30am. Later, they marched towards the main entrance of the campus and assembled there.
The demonstrators also urged the authorities to include Public Administration in the Non-Government Teachers’ Registration and Certification Authority (NTRCA) syllabus for college level “Civics and Good Governance” and recognize it as a subject under the Faculty of Social Sciences at secondary level.
Students alleged that although various disciplines are already enlisted in the BCS education cadre, Public Administration has been excluded for a long time. They said the inclusion would not only create employment opportunities but also ensure proper use of knowledge in governance and policy studies within the education system.
They said, “Public Administration is a multidisciplinary subject covering governance, policy formulation and implementation, constitution, local government, urban development, management and trade negotiation. Its syllabus is largely identical to Civics and Good Governance taught at colleges.”
They further complained that graduates of the department are neither given preference in the Ministry of Public Administration, nor in the administration cadre, depriving the students of the discipline applying for education cadre posts as well.
The protesting students urged the government, the Public Service Commission (PSC), the Secondary and Higher Education Division and NTRCA to take immediate steps to address their demands.
