Parliamentary Committee stresses transparent, modern, effective accounting system

DHAKA, Aug 23, 2026 (BSS) - The Parliamentary Standing Committee on the Ministry of Finance today stressed the need for making the accounting and financial reporting system more transparent, modern and effective to enhance accountability, efficiency and effectiveness in public financial management.

The recommendation was made at the second meeting of the committee, held at the Jatiya Sangsad Bhaban, with its Chairman Mushfiqur Rahman, MP, in the chair.

The committee observed that greater accountability in the accounting and financial reporting system would help improve the efficiency and effectiveness of financial management.

It also stressed the need to reduce dependence on physical contact in preventing corruption by introducing digital and automated systems, said a press release of parliament secretariat.

The meeting underscored that merely identifying or punishing individuals involved in corruption would not be sufficient. Rather, the processes and systems through which corruption takes place should be reformed or eliminated, the meeting observed.

Such measures would reduce the costs and harassment faced by businesses, facilitate a more business-friendly environment and, at the same time, help increase government revenue collection, it was informed.

The National Board of Revenue (NBR) made detailed presentations on its capacity to meet government expenditure requirements, measures taken to narrow the tax-to-GDP gap, and assessment of the NBR’s organisational structure and necessary measures.

Committee members took part in discussions on the issues presented by the NBR.

At the outset, the committee confirmed the minutes of its first meeting.

Finance Minister and committee member Amir Khosru Mahmud Chowdhury, MP; Chief Whip Md Nurul Islam Moni, MP; Md Jalal Uddin, MP; Moinul Islam Khan, MP; Md Shahadat Hossain, MP; Md Saiful Alam, MP; Syed Zainul Abedin, MP; and Md Abul Hasnat, MP, attended the meeting.

The First Secretary (Tax Policy) of the NBR, Secretary of the Parliament Secretariat, Secretary of the Finance Division, Secretary of the Financial Institutions Division, Secretary of the Economic Relations Division (ERD), Chairman and members of the NBR, senior officials concerned and officials of the Parliament Secretariat were also present.
