BB extends CIB service charge exemption deadline, tightens compliance rules

DHAKA, July 23, 2026 (BSS) – Bangladesh Bank (BB) has extended the deadline for banks and financial institutions to submit applications for exemption from Credit Information Bureau (CIB) service charges to the 10th day of the following month, while introducing stricter compliance measures to streamline revenue management and resolve longstanding accounting discrepancies.

The new instructions were issued through CIB Circular Letter No. 01/2026, effective immediately, under Article 44(1) of the Bangladesh Bank Order, 1972, and sent to the managing directors and chief executive officers of all scheduled banks and financial institutions.

According to the circular, the revised deadline replaces the previous cut-off of the fifth day of the following month. 

Bangladesh Bank said applications submitted after the 10th day would not be considered.

The central bank said the changes were necessary after repeated instances of banks and financial institutions submitting exemption requests without properly verifying their accounts, despite earlier directives issued through CIB Circular Letters No. 02/2022, No. 02/2023 and No. 03/2024. 

These lapses created mismatches in records and complicated the settlement of service charge accounts.

Under the revised procedure, if discrepancies are found between an institution's claim and CIB records, the concerned bank or financial institution will have to submit a corrected application within the timeframe specified by the Bureau.

The circular also introduced a fixed dispute resolution mechanism. Any objection to service charges already deducted by the CIB must be lodged within 10 days from the date of the Bureau's notification letter. Requests submitted after this period will not be considered, and the deductions will be treated as final.

To clear pending historical cases, Bangladesh Bank has allowed a one-time 15-day window from the date of issuance of the circular for submitting all outstanding exemption applications relating to periods up to June 30, 2026. The deadline for these legacy applications is August 7, 2026.

After the expiry of this period, the CIB will no longer accept exemption applications relating to any period before June 30, 2026, the circular said.

The central bank also clarified that all other provisions contained in Section 2 of CIB Circular No. 02/2011 dated May 4, 2011, will remain unchanged and continue to be in force.
