Competition in public procurement increases

DHAKA, Jan 4, 2026 (BSS) - Competition in public procurement has increased after the enactment of the new Public Procurement Rules, 2025 (PPR, 2025). 

The PPR, 2025 came into effect on September 28, 2025. At the end of December 2025, the average competition per tender has risen to 8.5, compared to only 2.7 prior to the enactment of PPR, 2025.

The Chief Executive Officer (CEO) of the Bangladesh Public Procurement Authority (BPPA) and also the member-secretary of the BPPA Board, S. M. Moin Uddin Ahmed, informed this in the Board’s third meeting at its conference room today.

Adviser to the Ministry of Planning and Chairperson of the BPPA Board, Prof Dr. Wahiduddin Mahmud presided over the meeting, said a press release. 

The CEO also informed the meeting that the number of registration in the e-GP system has also doubled as the e-GP has been made mandatory in public procurement under PPR, 2025, he added.

The Planning Adviser appreciated such positive results and asked the BPPA to communicate these to the all concerned.

Addressing the Board, the Planning Adviser noted that a series of far-reaching reforms have been undertaken during the tenure of the present interim government, which are expected to yield positive outcomes for both public institutions and citizens. 

Highlighting the procurement sector reforms, he termed the Public Procurement (Amendment) Ordinance, 2025 and the Public Procurement Rules, 2025 as landmark developments in strengthening the country’s public procurement framework.

At the end of the meeting, the Planning Adviser inaugurated the redesigned public procurement mobile application, titled “Public Procurement Mirror (SorkariKroyDorpon)”.

Inaugurating the app, the Planning Adviser said that the initiative reflects the interim government’s firm commitment to ensuring transparency, accountability, and efficiency in public procurement. The app is now available for download on both Android and iOS platforms through their respective app stores.

The mobile application has been rebranded and comprehensively redesigned in line with the amended Public Procurement Act, 2006 and the newly enacted Public Procurement Rules, 2025 (PPR, 2025). 

The upgraded app offers a wide range of user-friendly features, including updated Standard Tender Documents (STDs) as per PPR, 2025, access to offline tender notices, contract award information, important procurement notices, e-GP notices, news and updates, direct links to the e-GP website, and access to the e-GP Help Desk, which can be reached directly through the app.
