MoU signed between NBR, BAERA on using Bangladesh Single Window (BSW) system

DHAKA, July 20, 2025 (BSS) - The National Board of Revenue (NBR) and the 
Bangladesh Atomic Energy Regulatory Authority (BAERA) today signed a 
Memorandum of Understanding (MoU) on the use of the Bangladesh Single Window 
(BSW) system aiming to further streamline trade facilitation and enhance 
transparency in import-export operations.

Being implemented by the NBR under a project, the BSW is already operational 
and serves as an online platform where importers and exporters can apply for 
and automatically obtain all necessary Certificates, Licenses, and Permits 
(CLPs) required for customs clearance. 

Prior to applying for CLPs, users must register on the BSW system (website: 
www.bswnbr.gov.bd) using their Business Identification Number (BIN).

The BSW brings several benefits to importers, exporters, and related 
stakeholders:

All activities related to CLPs are being carried out simultaneously through 
online by all concerned agencies in a single common platform.

It reduces human interaction and thus ensures transparency and accountability 
in government procedures and operations.

It also saves time and cost in import and export operations.

The system also builds confidence among domestic and foreign traders, 
encourages investment and expands trade.

According to the NBR, as of today (20 July 2025), a total of 431,169 CLPs 
were issued automatically through the BSW system. Of these, 85.30% were 
issued in less than one hour while 94.14% in less than a day through 
automated process, said an NBR press release.

Currently, CLPs being issued by 19 agencies -- including DGDA, EPB, DoEX, 
BNACWC, BEZA, BEPZA, DoE, BSTI, BAERA, BAEC, CAAB, BTRC, DOF, DLS, PQW, BIDA, 
BGMEA, BKMEA, and CCI&E -- are processed through the BSW as per a policy 
decision.

Today's MoU with BAERA marks another milestone in integrating government 
agencies with the BSW. With this agreement, the number of 
offices/agencies/ministries that have signed MoUs with NBR on BSW 
implementation now stands at 38.

The NBR has also urged all stakeholders involved in import and export 
operations to extend their cooperation in successfully implementing the 
Bangladesh Single Window (BSW).
