DHAKA, Sept 11, 2026 (BSS) - The 3rd session of the 13th Jatiya Sangsad was vibrant with the passing of six important bills in nine sittings including ‘The Prevention and Remedy of Enforced Disappearance Bill, 2026’; and ‘The Transfer of Property (Amendment) Bill, 2026’ paving the way for fulfilling the long standing demands of the countrymen, including the affected people.

Jatiya Sangsad Speaker Hafiz Uddin Ahmad, Bir Bikrom, prorogued the 3rd session on Thursday amid the presence of both the treasury and opposition bench members in the House.

The third session of the 13th Jatiya Sangsad began on August 27, 2026. A total of nine sittings were held during the session. Six bills were introduced, which were passed.

The six bills passed during the session were ‘The National Human Rights Commission Bill, 2026’; ‘The Prevention and Remedy of Enforced Disappearance Bill, 2026’; ‘The Transfer of Property (Amendment) Bill, 2026’; ‘Bank Resolution (Amendment) Bill, 2026’; ‘Special Response Battalion (SRB) Bill, 2026’ and ‘Armed Police Battalions (APBn) Bill, 2026’.

Besides legislation, 35 parliamentary committees were formed and reconstituted during the session, while one special committee was also reconstituted.

Members submitted notices on important issues under various provisions of the Rules of Procedure, and the notices were disposed of in accordance with the rules.

The Speaker said the Prime Minister answered 15 questions submitted by the parliament members during the session as different ministers answered 1,678 questions.

The 3rd session of the 13th Jatiya Sangsad was prorogued on Thursday after 9 sittings, which began on August 27.

During the session, seven notices were received under Rule 68, of which two were accepted and discussed. Under Rule 71, 15 notices were accepted and 14 were discussed.

A total of 124 notices were received under Rule 71(A) for two-minute statements. Besides, two notices were received under Rule 147. One notice was also raised under Rule 302.

Jatiya Sangsad Leader Prime Minister Tarique Rahman delivered his valedictory speech at the closing of the session on Thursday. Leader of the Opposition Dr Shafiqur Rahman also spoke on the occasion.

In his valedictory speech, Prime Minister Tarique Rahman assured the countrymen that the country would soon overcome the gas and power crisis, saying the government is taking immediate measures and pursuing a long-term solar power plan to reduce energy import dependence.

“So far, we were consumer of electricity generated from imported sources. If the government’s solar power generation plan is properly implemented, we will no longer be consumers of imported energy, we will be solar power producers,” he observed.

The Prime Minister also called upon all to unite against the culture of abusive language, saying that freedom of speech must not cross the limits of decency.

“At present, a democratic environment is prevailing in the country and freedom of speech is unrestricted. But, we must remember that freedom of speech should not cross the boundaries of decency,” he said.

Before reading out the prorogation order of the President, Speaker Hafiz Uddin Ahmad, Bir Bikrom, on Thursday thanked the Almighty Allah for the smooth and successful completion of the third session and expressed gratitude to all members for their active participation and cooperation in discussions on matters of national importance and in advancing parliamentary proceedings.

He said, “Differences of opinion constitute a normal feature of a democratic parliamentary system,” urging lawmakers to maintain mutual respect and a cordial atmosphere while expressing differing views and actively participating in parliamentary proceedings, as such practices strengthen democratic culture.

Referring to the Leader of the House’s call to all sides to refrain from the culture of abusive language, the Speaker expressed hope that all members would uphold parliamentary rules, traditions and practices in future sessions.

He said all members should play responsible roles by placing the interests of the country at the highest priority.

He thanked Leader of the House and Prime Minister Tarique Rahman for his all-out cooperation in conducting parliamentary proceedings. He also thanked the Leader of the Opposition, Cabinet members, Chief Whip, the Chief Whip of the Opposition and all members of parliament.

He also read out the order of President Mirza Fakhrul Islam Alamgir on Thursday regarding the prorogation of the third session of the 13th Jatiya Sangsad.

Addressing a press conference at the media center of Jatiya Sangsad today, Chief Whip Md. Nurul Islam Moni highlighted a law concerning the transfer of property and lifetime usufruct rights, saying it would protect elderly parents by allowing them to retain the rights to use transferred property during their lifetime.

The Chief Whip also discussed laws on enforced disappearances and human rights, saying opinions from ambassadors, stakeholders, lawyers, judges and journalists were considered before their enactment.

Regarding parliamentary committees, he said three opposition members have been included in each of 22 of the 39 ministry-related standing committees, while two opposition members have been included in the remaining committees. Opposition lawmaker Dr Syed Abdullah Mohammad Taher has been made chairman of the Public Accounts Committee.

He said relations between the government and opposition in parliament have not deteriorated but have become closer.
