MPO-listed teachers can’t receive two allowances simultaneously: DSHE

DHAKA, June 30, 2026 (BSS) - The Directorate of Secondary and Higher Education (DSHE) has clarified that any teacher working in a private MPO-listed educational institution, if elected as a Union Parishad chairman or member, cannot receive both MPO benefits and the honorarium of an elected public representative simultaneously.

According to a recent order issued by the DSHE, as per the MPO policy, an MPO-listed teacher or employee is barred from receiving financial benefits holding two positions at the same time.

Consequently, the individual must choose either the MPO salary and allowances or the honorarium entitled as a Union Parishad chairman or member.

This clarification emerged following an application forwarded through the Deputy Commissioner of Naogaon.

The application noted that Jahidur Rahman, an assistant teacher at Adamdighi Ishwarpurna Joy Pilot High School in Adamdighi Upazila of Bogura district, was elected chairman of No. 4 Paroil Union Parishad under Raninagar Upazila of Naogaon district.

He had sought a legal explanation regarding his entitlement to receive the chairman's honorarium while retaining MPO benefits.

To evaluate the matter, the Directorate of Secondary and Higher Education sought the opinion of its legal wing.

The legal advisor of the directorate, in a written opinion, stated that the individual concerned cannot receive two types of financial benefits - MPO benefits and the Union Parishad chairman's honorarium - simultaneously.

He must either accept the MPO or the honorarium due as a chairman. Based on this legal opinion, the DSHE stated that if Jahidur Rahman continues to receive MPO benefits, he will not be entitled to any honorarium as Union Parishad chairman.

Similarly, if he wishes to receive the chairman’s honorarium, he must sacrifice his MPO benefits.

The directive, signed by DSHE Director General Professor Dr. Khan Moinuddin Al Mahmud Sohel, instructed all concerned parties, including the respective Deputy Commissioner and Education Officers, to take necessary actions in light of this legal opinion.

DSHE officials stated that this clarification will further streamline the existing legal standing regarding the financial benefits of MPO-listed teachers or employees if they are elected as public representatives in local government institutions in the future.
