July Charter will be implemented to build beautiful Bangladesh: Ahmed Azam Khan

RANGPUR, July 16, 2026 (BSS) - Liberation War Affairs Minister Ahmed Azam Khan has said that the government will move forward to implement the July Charter on the path to building a prosperous and beautiful Bangladesh. 

“We hold and cherish the spirit of the July martyrs, including Abu Sayeed, Mughdo, Wasim and Maruf. The government together with the opposition wants to institutionalize democracy. We will implement the July Charter to the letter,” he said. 

He said this while addressing a special memorial service arranged in memory of July martyrs marking the July Martyrs’ Day-2026 on the second martyrdom anniversary of martyr Abu Sayeed at Independence Memorial Ground of Begum Rokeya University, Rangpur (BRUR) on Thursday. 

Martyr Abu Sayeed’s father Md Mokbul Hossain as guest of honor addressed the event with Vice-chancellor of BRUR Professor Dr Md Showkat Ali in the chair. 

State Minister for Water Resources Forhad Hossain Azad, Secretary to the Ministry of Liberation War Affairs Md Ashraful Islam and UGC Member Professor Dr Abdullah Al Mamun, spoke as special guests. 

Advocate Rezeka Sultana Fency MP, Md Mahbubur Rahman Belal MP, Rangpur City Corporation Administrator Advocate Mahfuz Un Nabi Don and Rangpur Development Authority Chairman Md Samsuzzaman Samu addressed the programme. 

Ahmed Azam Khan said the genius sons of Rangpur and Bangladesh Abu Sayeed, Wasin Akram of Chattogram and others embraced martyrdoms in the police firing during the autocratic regime on this day two years ago. 

“Today is a significant historical day. The government led by Prime Minister Tarique Rahman has declared July 16 as the July Martyrs’ Day, so that this day remains vivid and bright in our consciousness,” he said. 

The present government cherishes and embodies the spirit of July. Whoever comes to power must embrace the spirit of this July, and act as servants, not rulers. 

“A fascist regime had weighed on the nation's chest for 18 years, instilling corruption in every corner of society, plundered the country like a barbarian and leaving the state in such a stateless and empty state that it will take time to rebuild,” he said. 

The present government has established the July Directorate under the Ministry of Liberation War Affairs to implement the spirit of July established through the supreme sacrifice of the July martyrs. 

He said, “The government has assumed power only recently. Please give little time, Insha’Allah, the spirit of July will be implemented one by one through this July Directorate.” 

The Prime Minister has been piloting every development project to rebuild the country and the nation in line with the spirit of July. 

Regarding development of Begum Rokeya University, Ahmed Azam Khan said the university will get the required number of halls, Teacher-Student Centre (TSC), Shaheed Abu Sayeed Gate and Shaheed Abu Sayeed Memorial and Model Mosque. 

Referring to the demand of Shaheed Abu Sayeed's father Md Mokbul Hossain for employment generation in Rangpur, the minister said that for this purpose, the government has already taken a plan to establish an industrial park in Rangpur. 

“The Prime Minister took charge only five months ago with a broken and dilapidated economy. Give us some time, Insha’Allah, all the developments will happen. We will move forward with the spirit of July to build a prosperous Bangladesh,” he said. 

The minister hoped that it would be possible to build a beautiful, prosperous and democratic Bangladesh through the implementation of the ideals of the July Uprising. 
 
State Minister for Water Resources Farhad Hossain Azad said that the then fascist government and its student organization repressed innocent and unarmed students in the movement, resulting in this July Uprising.

Demanding that the verdict in the Abu Sayeed murder case be implemented quickly and fully, he said that punishment of all the criminals involved in the incident should be ensured. 

The district and divisional level officials of the civil and police administrations and various government departments, members of the families of July martyrs and injured July fighters and journalists were present at the memorial service. 

Earlier, the minister paid tribute to martyr Abu Sayeed by placing wreaths at the proposed Abu Sayed Memorial Site and participated in a mourning procession, inaugurated a photo exhibition marking the July Martyrs’ Day-2026 and planted a tree sapling on the BRUR campus.

Besides, the Liberation War Affairs Minister paid rich tribute to the July martyrs by placing wreaths at the July Pillar at the July Square in Rangpur city and talked to local journalists there at 11 am today.
