UGC formulating ‘National Policy Framework’ to internationalize higher education

DHAKA, June 24, 2026 (BSS) - The University Grants Commission (UGC) of Bangladesh has initiated the formulation of a 'National Policy Framework' to elevate the country's higher education system to international standards and expand global partnerships.

Under this framework, academic operations of foreign universities can be conducted in Bangladesh, while simultaneously smoothing the process for local universities to expand their global collaborations.

A policy consensus was reached today during a meeting at the UGC office with UGC Chairman Professor Dr. Mamun Ahmed in the chair. 

Representatives from the US Embassy, the British High Commission, and the British Council attended the meeting.

Dr. Grace Mukupa, a higher education policy expert and Fulbright Specialist, is providing technical cooperation in drafting this national policy framework.

During the meeting, it was informed that once the proposed framework is implemented, academic activities such as dual degrees, joint degrees, faculty-student exchanges, and collaborative research between Bangladesh and renowned universities worldwide, including those in the US and the UK, will significantly expand.

The policy plans to specifically introduce a ‘2+2’ model, under which students can complete their first two years of study in Bangladesh and the remaining two years at a partner foreign university. Upon successful completion, students will be awarded separate degrees from both institutions.

UGC Chairman Professor Dr. Mamun Ahmed said, “The core objective of this initiative is to strengthen international partnerships in the higher education sector. At the same time, it aims to ensure international-standard education within the country and build an attractive higher education environment in Bangladesh for foreign students.”

A working committee comprising representatives from the UGC, various universities, the US Embassy, and the British Council has been formed to draft and review the policy. The committee has been directed to submit its final report at the earliest.

UGC Members Professor Dr. Mohammad Anwar Hossain and Professor Dr. Masuma Habib, Director of the International Cooperation Division Jesmin Parvin, Public Engagement Director of the American Center Scott Hartmann, Director of Trade and Investment at the British High Commission Sakib Ershad, Trade and Investment Manager Syeda Habiba Rahman, and Head of Education at the British Council Toufiq Hasan, among other officials, were present at the meeting.
