Strict law enforcement to make Bangladesh horn-free: Rizwana

DHAKA, Feb 3, 2026 (BSS) – Adviser of the ministries of Information and Broadcasting, Environment, Forest and Climate Change and Water Resources Syeda Rizwana Hasan today expressed her optimism that Bangladesh will become horn-free through the strict application of law. 

“New noise pollution control regulations are being formulated to ensure the proper enforcement of the law,” she said while addressing a rally organized at the High Court Mazar intersection in the city. 

The event was part of a coordinated programme involving the Department of Environment, Dhaka Metropolitan Police (DMP), Bangladesh Road Transport Authority (BRTA), and Dhaka North City Corporation (DNCC) to discourage the use of horns in designated quiet zones. 

In her speech, Rizwana emphasized that while the regulations aim to address all sources of noise pollution, the primary focus is currently on curbing the use of horns.

For the first time in Bangladesh, she said, punishments are being enforced under the Bangladesh Police Act to prevent unnecessary honking.

Under the new regulations, she mentioned that the Bangladesh Police have been empowered to impose on-the-spot fines against violators. 

Rizwana further directed the police authorities to develop a comprehensive implementation action plan within the next six months detailing how quiet zones will be managed and maintained. 

The programme was also attended by DMP Additional Police Commissioner Md. Sarwar, DSCC Administrator Md. Mahmudul Hasan, DMP Additional Police Commissioner (Traffic) Md. Anisur Rahman, and the Project Director of the Noise Pollution Control Project, Farid Ahmed, among others.
