DHAKA, Nov 22, 2025 (BSS) - A view-exchange meeting was held on “The Registration (Amendment) Ordinance, 2025” today at the seminar room of the Solicitor's Office in the Attorney General's Building on the premises of Bangladesh Supreme Court.
The meeting was chaired by Chairman of the Law Commission Justice Zinat Ara.
Former District and Sessions Judge Masdar Hossain, Law Commission Secretaries Syed Azad Subhani and Liaquat Ali Mollah, Directorate of Registration Inspector General Kazi Abdul Hannan, Professor of Law Department of Dhaka University Dr Borhan Uddin Khan and Special Consultant of the Ministry of Law, Justice and Parliamentary Affairs Barrister Tanim Hossain Shawon, among others, were present at the event.
In her speech, Justice Zinat Ara said there are many laws that do not have any regulations. For example, the Children Act, 2013 or the Money Loan Court Act, 2003, regulations have not been formulated for many such laws yet, she added.
As important as it is to formulate a regulation after the law is made, she said that it is equally important to take sufficient time to prepare those regulations.
She said, “I think that we amend any law very quickly, sometimes we do not do proper research work. We do not accept the opinions of the stakeholders. Sometimes it is seen that there may be some inconsistency with the constitution somewhere with the new law that has been made.”
She said, “When the law was formulated long ago, there was no problem in working with that law, but when many things change over time, we have to face various problems later. No one has ever challenged these things, nor changed them. If desired, these things can be done very well, slowly, and beautifully. I think this is how it will be done for this ordinance.”
The speakers expressed their views on how to make this ordinance more acceptable and practical.
The speakers at the event recommended digitalization of the registration system.
They also called for the development of a digitalized cloud system and skilled manpower to properly manage the data storage.
The speakers called for complete security measures to protect the digital information related to registration.
In the discussion, it was recommended to make provisions for punishment for those who file cases under this law by false identity or through false information.
Along with this, the speakers said that to prevent fraud in the repeated sale of the same land, it is very important to make it mandatory for the buyer to keep a ledger in his own name if he wants to sell the land.
It is equally urgent to enact a proper law to reduce the time, labor and suffering of the people who come to get registration which will be realistic and fruitful in the long run.
