DHAKA, Feb 2, 2023 (BSS) - Mujibnagar University, Meherpur Bill-2023 was passed in the Jatiya Sangsad today, which will be the 53rd university in the country.
Education Minister Dr Dipu Moni in the afternoon moved the bill in the House which was unanimously passed by voice votes with Speaker Dr Shirin Sharmin Chaudhury in the chair.
Placing the bill, the minister said the bill has been proposed to recalling the supreme sacrifice of Father of the Nation Bangabandhu Sheikh Mujibur Rahman for making the country an independent nation.
Demanding for public review on the bill, Jatiya party lawmaker Shamim Haider Patwary of Gaibandha-1 said, "The law needs to public review as the country needs specialized university as around 69 percent university students remain jobless every year...so, we have to upgrade the quality of education to minimise our joblessness."
"We need to go talent partnership programme with the international universities instead of producing graduates as it is increasing unemployment problem", he told parliament.
Jatiya Party lawmakers Fakhrul Imam of Mymensingh-8, Pir Fazlur Rahman of Sunamganj-4, and Begum Rawshan Ara Mannan of Women seat-47 also discussed on the bill.
Ruling out the opposition lawmakers demand on public review on the bill, the education minister said, "The education budget is now 3 percent of the GDP and the overall education budget outlay is now one and half fold compare to the entire national budget of 2006."
President Abdul Hamid will be the Chancellor of the varsity and he will appoint a Vice Chancellor from among the faculty members for a period of four years. However, no one will be allowed to work as VC for more than two terms.
A special thing has been done in this new public university law--- Business incubation and professional courses, according to the draft of the law.
The University may, if necessary, establish a Business Incubator with the approval of the Chancellor as an integrated institution to develop the graduates as entrepreneurs and to provide them with technical and other support.
The draft law said since students will turn into entrepreneurs here, this model could be replicated in other tertiary educational institutions.
It said the varsity will offer professional courses for the people who have finished graduation but need to develop expertise in other disciplines.
"Anyone from outside can come here to do these courses including some diplomas," it added.
