July Charter was written with the blood of martyrs: Adilur Rahman

RANGPUR, Jan 23, 2026 (BSS) - Adviser to the Ministry of Local Government; Rural Development and Cooperatives; Industries and Housing and Public Works Adilur Rahman Khan has said that the July Charter was written with the blood of martyrs.

"The opportunity to implement the aspirations that were born through the sacrifice of the martyrs has come through the referendum. This referendum is not an ordinary vote, it is very important," he said.

He made the remark as the chief guest at a view-sharing meeting held with district-level officials at the Rangpur Deputy Commissioner's conference room in the city on Friday.

The adviser reminded everyone that the history of the 'Sanyasi Rebellion' and 'Nurul Din' is one of the most memorable events in this region, which has taught people to stand up against injustice.

Bangladesh will move forward on the path shown by martyr Abu Sayeed in the July Mass Uprising 2024.

He said that for the past 15 years, the people of this country have not been able to freely vote for the symbol of their choice. 

In the upcoming elections, people will be able to freely vote for whoever they want. 

Considering this, he called on government officials to provide all-out cooperation in exercising people's voting rights by performing their duties fairly and impartially, so that people do not become victims of torture and aggression like in the past.

Secretary of the Ministry of Housing and Public Works Md Nazrul Islam said that the people have gone through a long period of injustice, oppression and elections without votes. 

"It is the responsibility of all of us to come out of that darkness and implement the reforms needed to sustain independence, sovereignty and the state system," he said.

To this end, he expressed hope that everyone would fulfill their responsibilities correctly and sincerely to conduct the elections in a fair and joyful atmosphere.

Secretary of the Ministry of Rural Development and Cooperatives Mohd Shawkat Rashid Chowdhury said that many people sacrificed their lives in the July uprising.

"Their sacrifice will be successful through the implementation of the July Charter," he said. 

He expressed hope that the people will express their opinions in the upcoming referendum on the issue.

In the chairman's speech, Deputy Commissioner Mohammad Enamul Ahsan said that all kinds of preparations are continuing, including the installation of CCTV cameras at polling centers, focusing on the national parliamentary elections and referendum. 

"In addition, activities are being conducted smoothly with the coordinated cooperation of officials of all district-level departments," he said.

The special guests at the event included Secretary of the Local Government Department Md Rezaul Maksud Zahedi, Assistant Information Officer of the Regional Information Office Ayesha Siddika and Principal of Mulatol Madinatul Uloom Kamil Madrasa Md Azgar Ali.

Government officials from various departments of Rangpur district, representatives of religious institutions, NGO representatives and journalists were present.
