DHAKA, Jan 9, 2026 (BSS) - The Election Commission (EC) has directed the concerned authorities to ensure the display of a referendum-related banner at a visible place in every polling centre across the country during the upcoming 13th national election and referendum scheduled for February 12.
The directive was issued through a circular released today by Mohammad Monir Hossen, deputy secretary (Polls Operation-2) of the EC secretariat.
According to the circular, each polling centre must display at least one banner highlighting the "July National Charter (Constitutional Reform) Implementation Order, 2025," along with the proposals on constitutional reforms outlined in the July National Charter.
The EC has prepared a sample of the banner, which will be distributed through the commission's public relations department. Senior district or district election officers will distribute the banners, centre-wise, to presiding officers at the local level.
The presiding officer concerned will be responsible for ensuring that the banner is displayed in a clearly visible location at each polling centre. The required financial allocations for printing the banners will be provided to senior district or district election officers.
The circular also stated that presiding officers must send copies of the vote-counting reports for both the parliamentary election and the referendum to the EC, in accordance with Clause 15 of Article 36 of the Representation of the People Order, 1972.
In addition, two special envelopes will be supplied to each polling centre. The required number of printed envelopes will be sent from the EC secretariat to the returning officers. Special instructions will also be issued to the postal department to keep post offices open 24 hours a day to ensure the timely delivery of these special envelopes to the EC secretariat.
