ACC launches probe into irregularities in JS sound system renovation

DHAKA, April 9, 2026 (BSS) - The ACC has initiated an investigation into the allegations of irregularities in the operation, repair and renovation of the sound system and SIS system at the Jatiya Sangsad (JS) Bhaban.

The commission began a preliminary inquiry on January 13 and is now collecting information on the individuals and institutions involved in the project. 

This information was disclosed today by the Deputy Director of Public Relations Department of the Anti-Corruption Commission (ACC) Md. Akhtarul Islam at a media briefing at the commission headquarters here.

According to the ACC, the SIS system installed in the parliament’s plenary hall was damaged after August 5, 2024. As a result, the need arose to restore the system, prompting the Public Works Department (PWD) to take initiative.

In this context, Zahidur Rahim Joarder, Chief Executive Officer (CEO) of the Communication Technology Limited and brother-in-law of former Health Minister Zahid Maleque, inspected the system and opined that it could be repaired to make operational again. He subsequently submitted a cost estimate.

Later, the company applied to the Executive Engineer of the PWD, seeking Taka 1.125 million to cover the engineers’ travel, accommodation and honorarium expenses.

The ACC alleged that although no manufacturer including the original ‘Shure’ brand currently produces a system with similar technical specifications, the concerned company is attempting to misappropriate funds under the pretext of repairs.

Additionally, some engineers and officials of the PWD were allegedly involved in such irregularities even before August 5, 2024. The ACC claimed that there was an attempt to embezzle funds through repairing outdated systems in collusion with them.

The allegation further stated that an estimated Taka 90.4 million has been made for the repair, renovation and maintenance of the SIS system.

To collect relevant documents, the ACC sent letters on February 16 and 24 to the Superintending Engineer of the E/M Circle-3 of the PWD. As no response was received, a further urgent reminder was sent to the Chief Engineer on April 7.

Deputy Director Md. Akhtarul Islam expressed his hope that the department would provide the necessary documents promptly, enabling the investigation to be completed swiftly.
