NCP candidate Adeeb pledges to bridge development gaps, ensure equal civic services in Dhaka-18

DHAKA, Feb 9, 2026 (BSS) – National Citizen Party (NCP) Senior Joint Convener and 11-party alliance candidate for Dhaka-18 Ariful Islam Adeeb has outlined his plans to address the longstanding development gaps and ensure equitable civic services for all residents in his constituency if elected in the 13th national election.

In an interview with BSS, Adeeb highlighted the stark disparities within Dhaka-18, specifically between the well-planned areas of Uttara Model Town and the underserved regions of Uttar Khan, Dakshinkhan, Khilkhet, and Turag.

While Uttara Model Town is known for its modern infrastructure, Adeeb pointed out that only 15-20% of the greater Uttara area is properly planned, with large parts of Dakshinkhan, Uttarkhan and Khilkhet still lacking basic civic services. “The residents of these areas do not receive the services they are entitled to, despite paying taxes equally,” he added.

Adeeb emphasized that his first priority is to bridge these development gaps by ensuring that every citizen, especially those in the more neglected areas, receives equal civic rights and services. “My vision is to create a ‘safe, humane, and just city,’ where no one is left behind,” he said.

His manifesto includes key objectives to address environmental, economic, and infrastructural challenges in the constituency. A major concern for Adeeb is the pollution of local rivers such as the Turag and Tongi canal, which have been heavily polluted and encroached upon by local elites.

“We will work to clean up these rivers, remove illegal encroachments, and develop the surrounding areas into public spaces with walkways to restore the environment,” Adeeb said.

Another significant issue is the inequitable distribution of services, especially in areas like Uttorkhan, Dakshinkhan, and Khilkhet, which are included in the City Corporation but do not receive the same level of civic amenities as other parts of the city.
“These areas pay high holding taxes but are still left with inadequate services. I will work to resolve this imbalance by engaging with local authorities to ensure fair taxation and the provision of necessary services,” Adeeb added.

Small business owners also face challenges, particularly from extortion and illegal activities. Adeeb promised to form a special task force in coordination with local law enforcement to protect business owners from illegal demands. “We will ensure that entrepreneurs can operate without the fear of harassment or extortion,” he said.

Adeeb is also committed to enhancing safety and security, particularly for women. He proposed launching dedicated bus service for women and improving safety measures on public transport by installing CCTV cameras. “Women’s safety is a top priority for me, both at home and in public spaces,” he added.

The issue of traffic congestion, particularly along the Abdullahpur to Airport route, is another challenge Adeeb intends to address. He plans to implement road repairs, create designated parking areas, regulate long-distance buses, and manage street vendors more effectively.

“Traffic congestion is one of the major problems in Dhaka-18. We need a comprehensive approach that includes infrastructure improvement and better management of public spaces,” Adeeb said.

In the area of healthcare, Adeeb pledged to build a 100-bed hospital in the underserved parts of Dhaka-18, ensuring that residents in Uttarkhan, Dakshinkhan, and Khilkhet have better access to medical services.

He also emphasized the importance of education, promising to establish enough primary and secondary schools in each ward to cater to the growing population.

Adeeb’s political stance is also aligned with the 11-party alliance's broader vision. He reaffirmed his commitment to fighting against corruption, foreign domination, and environmental degradation. “Our alliance, 'United Bangladesh,' is working towards a corruption-free, environmentally sustainable future. We aim to secure political and civil rights for all citizens,” he said.

Adeeb concluded by stressing the importance of a fair and transparent election process. “The people of Bangladesh deserve to vote freely, without interference or intimidation. If elected, I will work to ensure that their rights are protected and that Dhaka-18 becomes a model for equality, development, and justice,” he added. 

As the election approaches on February 12, Adeeb’s candidacy promises a fresh focus on equitable development, the protection of civic rights, and sustainable improvements in public services for all residents of Dhaka-18.
