Electronic Government Procurement made  mandatory 

DHAKA, Nov 19, 2025 (BSS) - S. M. Moin Uddin Ahmed, Chief Executive Officer (Secretary) of the Bangladesh Public Procurement Authority (BPPA), said that under the Public Procurement Rules, 2025 (PPR, 2025), the use of electronic Government Procurement (e-GP) is mandatory in public procurement.

However, procuring entities in various parts of the country that still lack adequate ICT facilities, as well as the necessary skills and manpower to operate the e-GP system, must obtain approval from BPPA—through their respective Head of Procuring Entity (HoPE)—for permission to process tenders manually for a limited period.

Moin made these remarks while delivering his speech as the Chief Guest at an orientation workshop on the Public Procurement Rules, 2025 (PPR, 2025) and e-GP, held at the conference room of the Chattogram Deputy Commissioner’s Office today. The workshop was organized by the BPPA, said a press release.

As one of the key activities under the Digitizing Implementation Monitoring and Public Procurement Project (DIMAPPP) being implemented by the Bangladesh Public Procurement Authority (BPPA) under IMED of the Ministry of Planning, behavior change communication activities on public procurement are being carried out.

Through these activities, efforts are being made to raise awareness and encourage stakeholders and citizens regarding the Public Procurement Rules, 2025 (PPR 2025), electronic Government Procurement (e-GP) system, functions of BPPA, and the Sustainable Public Procurement.

As part of this initiative, a dissemination workshop on the Public Procurement Rules, 2025 (PPR 2025) and e-GP was held with procuring entities and tenderers involved in the public procurement process, in Chattogram district today.

Bangladesh Center for Communication Programs (BCCP), as BPPA’s consulting firm for implementing this activity, managed the workshop.

 S. M. Moin Uddin Ahmed, Chief Executive Officer (Secretary) of BPPA, was the Chief Guest at the workshop. Dr. Md. Zia Uddin, Commissioner (Additional Secretary) of Chattogram Division, attended as the Special Guest. The workshop was chaired by Mohammad Zahidul Islam Mian, Deputy Commissioner and District Magistrate of Chattogram.

A total of 64 participants, comprising representatives from various procuring entities and tenderers in Chattogram, took part in the workshop.

Shah Eyamin-Ul Islam, Director (Deputy Secretary) of BPPA and National Procurement Trainer, delivered a detailed presentation on PPR 2025. Mohammad Ali Ahmed Khan, Director (Deputy Secretary) of BPPA, was also present in the workshop.

On the same day, another workshop on PPR 2025 awareness and e-GP was held in the conference room of Hathazari Upazila Parishad from 3:00 PM to 5:00 PM, with procuring entities and tenderers involved in the public procurement process in Hathazari Upazila of Chattogram district.

The Chief Guest at the Hathazari workshop was  S. M. Moin Uddin Ahmed, while Muhammad Abdullah Al Mumin, Upazila Nirbahi Officer of Hathazari, presided over the session.
