Government to construct 8,000 flats for freedom fighters

DHAKA, March 8, 2018 (BSS) - The Executive Committee of the National Economic Council (ECNEC) today approved a total of six projects involving an overall estimated cost of Taka 7,466.73 crore including one to construct some 8,000 flats for the insolvent freedom fighters across the country with Taka 2,273.21 crore.

The approval came from the 19th ECNEC meeting of the current fiscal year held at the NEC conference room in the city's Sher-e-Bangla Nagar area with ECNEC chairperson and Prime Minister Sheikh Hasina in the chair.

Briefing the reporters after the meeting, Planning Minister AHM Mustafa Kamal said a total of six projects were approved today with an overall estimated cost of Taka 7,466.73 crore.

"Of the total project cost, Taka 7,026.73 crore will come from the GoB portion while the rest of Taka 440 crore from project assistance," he added.

Of the approved six projects, five are new while one is a revised project.

The Planning Minister said the Local Government Engineering Department (LGED) under the Ministry of Liberation War Affairs would implement the project by June 2020 at 354 upazilas under 64 districts in the country.

AHM Mustafa Kamal, commonly known as Lotus Kamal, said the government earlier undertook a project in 2010-2011 under which some 2,971 houses were built for the landless and insolvent freedom fighters, but that proved insufficient compared to the demand.

He said after that Prime Minister Sheikh Hasina during her visit to the Ministry of Liberation War Affairs on January 18, 2015 had directed the Ministry to build some 10,000 flats for the insolvent freedom fighters at upazila and district level.

The main project operations include some 14 acres of land acquisition, construction of some 8,000 flats each sizing 982 square feet in some 532 buildings. Besides, if three or more buildings are built in a place, then there will be residential complex facilities like internal road, lighting and drainage facilities.

The Planning Minister said Prime Minister Sheikh Hasina has directed the authorities concerned to frame a specific policy as to determine who would be the real successors of those flats after the deaths of those freedom fighters.

The day's ECNEC meeting also gave nod to the "Important urban infrastructure development project (2nd phase)" with Taka 3,465.50 crore to be implemented at 281 Pourashava in eight divisions of the country.

The Local Government Engineering Department (LGED) under the Local Government Division will implement the project by December 2021.

The main project operations include construction and reconstruction of some 3,615.50 kilometres of road, construction and rehabilitation of some 4,200 meters of bridges or culverts, construction or reconstruction of some 281 kilometers of drains.

The ECNEC meeting also approved the Climate Resilient Infrastructure Mainstreaming project with Taka 662 crore having Taka 440 crore project assistance from the Green Climate Fund and the KfW Bank.

The Local Government Engineering Department (LGED) under the Local Government Division will implement the project by December 2023 at one Pourashava and 20 upazilas of Satkhira, Bhola and Barguna districts.

The purpose of CRIM project is to construct and renovate cyclone shelters and critical access road to protect lives in a rural coastal region of Bangladesh; developing urban infrastructure and safeguarding vulnerable city- dwellers from climate risk; and also to establish a national "Centre of Excellence for Climate Resilience Infrastructure" to inform and guide future infrastructure development throughout the country.

The other projects approved in the meeting are "Overall village development programme (3rd phase)" project with Taka 301.05 crore, Upgradation of Airport bypass intersection-Lalbagh-Salutikor-Companyganj- Bholaganj road into national highway project, 1st revised, with Taka 626.93 crore and Construction of new 12-storey building having necessary facilities for the expansion of Bangladesh Supreme Court with Taka 138.04 crore.

Ministers and State Ministers attended the meeting while Planning Commission members and Secretaries concerned were present.
