DHAKA, Aug 13, 2018 (BSS) – The cabinet today approved in principle the
draft of a law to recognise Dawrae Hadith (Takmil) Certificate of Qawmi
Madrasas as the status of the post-graduate degrees of Islamic studies and
Arabic aiming to bring the students of the country’s Qawmi Madrasas into the
mainstream.
The approval came at the regular cabinet meeting held at the Prime
Minister’s Office with Prime Minister Sheikh Hasina in the chair.
Cabinet Secretary Mohammad Shafiul Alam briefed reporters at the
Bangladesh Secretariat after the meeting.
He said the proposed law titled, ‘Giving Dawrae Hadith (Takmil)
Certificate in Qawmi Madrasa as equivalent to Master’s Degree (Islamic
Studies and Arabic)’ is going to be framed to bring the students of the
country’s Qawmi Madrasas into the mainstream.
The Cabinet Secretary said the proposed law was designed on the basis of
a gazette notification of the Education Ministry published on April 13, 2017,
recognising the Dawrae Hadith degrees as the status of master’s degrees
(Islamic Studies and Arabic).
The bill will have retrospective effectiveness and those who have so far
obtained Dawrae Hadith degrees after the recognition in April, 2017 will be
considered as having the master’s degree, he said.
The Cabinet Secretary said a single board named ‘Al-Haiyatul Ulia Lil-
Jamiatil Qawmia Bangladesh’ will be constituted integrating the existing six
Qawmi Madrasa education boards in the country and its office will be situated
in Dhaka.
As the ex-officio, the chairman of Befakul Madrisil Arabiya Bangladesh
(one of the existing six boards) will be the chairman of the 17-member
integrated board.
“The board chairman can co-opt one or more persons as the members of the
board, but the number of such members will not exceed 15,” he said.
Alam said the board will prepare syllabus and question papers, conduct
examinations and award certificates among the students of Qawmi Madrasa.
“For this, the board can form a number of sub-committees to run the board
and they will inform the Education Ministry about the activities,” he said,
adding the board will remain above the politics.
The Cabinet Secretary said the cabinet also gave final approval to the
proposed Bangladesh Fish Research Institute Law, 2018 by turning the
existence ordinance of 1984 into the law.
Alam said the institute was established through the 1984 ordinance and
its headquarters is located in Mymemsingh. The new law is going to be framed
by bringing a little change in the ordinance,” he said.
He said there will be a 15-member board of directors to run the institute
smoothly and the Fishery and Livestock Minister will be its chairman.
The Cabinet Secretary said: “The protocol on the Amendments to Agreement
between Bangladesh and Russian Federation on Cooperation Concerning the
Construction of Nuclear Power Plant on the Territory of Bangladesh, signed on
November 2, 2011, got the cabinet nod today.
