JS committee report on deposition of surplus money to public exchequer bill placed

SANGSAD BHABAN, Jan 23, 2020 (BSS) – The parliamentary standing committee report on
the ‘Disposition of Surplus Money of Self-Governed Agencies including Autonomous, Semi-
Autonomous and Statutory Government Authorities and Public Non-Financial Corporations to
the National Exchequer Bill 2020’ was placed in the Jatiya Sangsad today.

Chairman of the Parliamentary Standing Committee on the Ministry of Finance Abul Hassan
Mahmood Ali placed the report in the House with a recommendation of its passage in an
amended form with Speaker Dr Shirin Sharmin Chaudhury in the chair.

Placing the report in the parliament, Abul Hassan said committee members Finance Minister
AHM Mustafa Kamal, Md Abdus Shahid, Mustafizur Rahman Chowdhury, Kazi Nabil Ahmed,
Ahmed Firoz Kabir, Begum Rumana Ali and Harunur Rashid took part in the committee meeting
in scrutinizing the bill.

Earlier, Finance Minister AHM Mustafa Kamal placed the bill in the parliament on January 14.

According to the bill, “It is necessary to enact the law to ensure the proper use of the surplus
money in the funds of self-governed agencies including autonomous, semi-autonomous and
statutory government authorities and public non-financial corporations aiming at implementing
the plan of building a developed country by meeting the basic needs of the people and improving
their socio-economic conditions through taking and implementing a time befitting plan”.

Different self-governed agencies including autonomous, semi-autonomous and statutory
government authorities and public non-financial corporations operate their financial activities as
per their own laws and rules, the bill said, adding according to the accounts statements of the
organizations a huge amount of money remains static in different banks.

It is necessary to use the money for the public welfare as the country’s people are the actual
owner of the money remains static in the funds of those organizations, it added.
