JS passes Int’l Mother Language Institute Bill, 2019

SANGSAD BHABAN, Sept 11, 2019 (BSS) – International Mother Language Institute Bill, 2019 was passed in the Jatiya Sangsad with an aim to amend the previous act for reinforcing the activities of the International Mother Language Institute.

Deputy Minister of Education Mohibul Hasan Chowdhury on behalf of the Education Minister Dr Dipu Moni moved the bill in the House which was unanimously passed by voice votes with Deputy Speaker Fazley Rabbi Miah in the chair.

Placing the bill, the deputy minister said the proposed bill will amend the previous act which was enacted on 2010. She said, the proposed bill will be amended in line with the agreement signed between the government of Bangladesh and the UNESCO in 2016.

As per the agreement, the member secretary of the Institute’s board of directors would be the director of the Institute , but now the Director-General (DG) of the Institute is the Head and member secretary of the board of directors which is conflicting, according to the bill.

The cabinet approved the draft of the ‘International Mother Language Institute (Amendment) Bill “on December 3, 2018, it said.

Under the proposed bill, a six-member Board of Directors will be formed with the Education Minister or his/her representative will be Chairman of the board.

Bangladesh UNESCO National Commission, Dhaka or its representative will be Secretary General of the board.

The other representatives of the board will be the Secretary of the Primary and Mass Education Ministry, Secretary of the Cultural Affairs Ministry, nominated representatives from UNESCO member states and a representative nominated by the UNESCO Director General.

Earlier Deputy Minister placed the bill in the House on July 11 and the bill was send to the parliamentary standing committee for scrutiny for two weeks.
