IMEI database launched to check illegal mobile imports

DHAKA, Jan 22, 2019 (BSS) – The telecom regulator today launched the first
ever database of International Mobile Equipment Identity (IMEI) numbers of
mobile handsets aiming to curb illegal import, sell of fake handsets as well
as telephony based crimes.

Posts, Telecommunications and Information Technology Minister Mustafa
Jabbar inaugurated the database established with support from Bangladesh
Mobile Phone Importers Association (BMPIA), at the Bangladesh
Telecommunication Regulatory Commission (BTRC) office.

With the database in place, a customer will have the chance to find out
whether a handset is real or fake by cross-matching it with the IMEI
database.

The IMEI is a 15-digit unique identification or serial number that all
mobile phones have. Customers intending to purchase a device can know the 15-
digit IMEI by dialing *#06# from the handset. The legality can then be
checked by sending an SMS with the IMEI to 16002.

Terming the introduction of IMEI database as milestone, Mustafa Jabbar
said without technology, it is impossible to tackle fraudulence of handsets.
“Now, we could generate more revenue which is being lost due to illegal
import of handsets,” he added.

BTRC Chairman Md Jahurul Haque said in future it would be possible to
deactivate any lost and pick pocketed handsets.

BMPIA President Ruhul Al Mahbub said the system would ease the business of
the people who are doing business with honesty.

Meanwhile, BTRC have already incorporated the IMEI numbers of handsets
imported in 2018 in the database getting information from the importers. The
new handsets’ IMEI number would be gradually incorporated in the database. In
addition, the database would also help to offer automated import and relevant
services.

The database will enable the government to know the types of handsets
being used in the country and how many are 4G and 3G-enabled and basic
phones. The database would also give the government the capacity to switch
off handsets.

Besides, the database system would also play key role in developing
National Equipment Identity Register (NEIR) plans by the government through
inputting individual IMEI numbers with their associated SIM and national
identity card numbers.

About 3.35 crore handsets were legally imported in 2018 while one crore
entered through different sources, including illegal imports.

BTRC officials and representatives of mobile network operators and BMPIA
were present on the occasion.
